This event was also attended by the Rector of UNS, Prof. Jamal Wiwoho, SH, M.Hum., the Leaders of MSA PTNBH from all across Indonesia, and the Leaders of the UNS Academic Senate Commission. “Once again, this topic is important for all of us. Let’s support innovation created in medical treatment carried out by fellow physical. This medical innovation does not constitute a threat to the progress of the Medical Doctor profession in Indonesia or signal the death of the profession thereof. Instead, innovation is necessary, considering the rise of new health cases almost every year. I would like to express my deepest gratitude and appreciation to the UNS Academic Senate for organizing this activity and letting us understand the significance of the Medical Doctor profession in fostering medical treatment innovation in the interests of public health,” said Prof. Jamal in his speech.

The Chairperson of the UNS Academic Senate, Prof. Dr. Adi Sulistiyono, SH, M.H., conveyed the background of this event through his speech. This initiative started from the widely circulated decision of the Indonesian Association of Doctors (IDI) on March 25, 2022, officially dismiss the former Minister of Health of the Republic of Indonesia, Prof. Dr. dr. Terawan Agus Putranto, Sp. Rad(K)., as a member of IDI in the 31^st IDI National Assembly in Banda Aceh. “The UNS Academic Senate considers that this activity is needed to allow us to review this case objectively, thus letting us take a good and just policy measures, in accordance with the applicable rules in the future, especially among the profession of Medical Doctor at UNS,” said, Prof. Adi.

Starting the material presentation session, Dr. Beni said that Medical Doctor Oath had been delivered since 250 BC in an inscription in the Valley of Mesopotamia, Babylon. One of the rules in the inscription states that a doctor will lose his hand if the patient who is being treated dies. The inscription has set the duty of a Medical Doctor to perform the treatment to the fullest extent.

“It has been mandated in the 1945 Constitution Article 28 H, Paragraph 1, concerning the Right to Obtain Health Services, where the right to health is a human right. Indonesia recognizes this right for anyone to obtain the highest standard in health service, hence, the standard provided should not be minimal or even medium. Health care must be delivered following the highest quality standard, therefore, the treatment can heal each person’s physical and mental health,” he explained. This suggestion is in line with the establishment of the Medical Practice Law in 2004, which states that the implementation of Medical Practice is a health service that must be carried out by doctors and dentists who hold a high code of ethics and morality.

Dr. Prasodjo as the second speaker, argued that from the beginning, this profession could be considered as an academic professional. “When a Doctor carries out his profession, they must innovate to nurture further development for the medical study itself. For example, how to treat someone better, how to find new ways of treating new diseases to benefit the community,” he said.

Some innovations that a doctor can make include discovering new diagnosis models under a new method and finding new therapy procedures. However, Dr. Prasodjo added that finding a new therapy technique is not an easy innovation. Because therapy is related to applied science whose object is human, thus, making it becomes difficult to do and requires high responsibility.

The last speaker at the event, Dr. Arief conveyed the legal view of the relationship between a medical doctor or physician and the patient. “The relationship between a physician and the patient is a legal relationship based on agreements, approvals, transactions, informed consent, and laws and regulations that have consequences on the physicians’ profession responsibility, namely ethical responsibility, discipline, and legal responsibility,” he concluded.

Dr. Arief also explains about 2 (two) types of agreements, namely inspannings verbintenis or effort agreement which means that both parties promise to make maximum efforts to realize what was promised and resultaat verbintenis or agreement that the promising party will provide a resultaat, which is a real result that is in accordance with what was promised. “Agreements between Physicians and patients in general include inspannings verbintenis or effort agreements. Based on this agreement, a Medical Doctor is obliged to deliver maximum health care efforts by mobilizing all his abilities and attention in accordance with professional standards, professional service standards, operational procedures standards, professional ethics, and patient health needs,” added Dr. Arief. Prof. Adi stated that limited face-to-face class session is urgent to be held considering the adverse social impact of the pandemic, including the learning loss that could pose greater risks in the long term. “The Covid-19 pandemic increases the risk of dropout because children are forced to work to help their families amid the Covid-19 pandemic. (There is) also, the risk of reduced learning outcomes due to the learning loss, and the risk of violence against children, external risk, and their mental health,” Prof. Adi stated.

According to the Ministry of Education, Research, and Technology (Kemendikbudristek), 3,391 elementary school students from seven districts/municipalities in four provinces demonstrated a significant learning loss that is equal to five to six months of learning experiences. The slowing down of the new cases are therefore welcomed with the new regulation that requires certain regions to hold a limited face-to-face meeting. “(However,) the regulation needs thorough observation and cautions in order to implement it according to plans without creating new clusters,” he added.

The regulation also aligns with Indonesia’s plan to reduce the pandemic level into endemic. Prof. Adi stated that the implementation of a limited face-to-face session could be successful when health protocols, 3T surveillance, vaccination, and hospital readiness improvement are put in place. The leaders, from local government, university, to teachers, also need to provide examples of implementing health protocols.

“Providing appropriate learning facilities and infrastructure, health protocol supporting facilities in each faculty and classroom, healthy lifestyle in the campus, supervision, and evaluation of health protocols in the canteens, building mask-using culture, and building self-awareness among the academic members on the potential of infections,” Prof. Adi added.

Mendikbudristek has also stated that the success of PTM depends largely on students’ commitments to obey the health protocols.

“Hopefully, the four Minister Decree on face-to-face meeting could allow UNS to hold conditional and gradual face-to-face learning,” Prof. Adi concluded. Humas UNS

Through the creative economy sector, UNS has actively collaborated with Solo Technopark to build an applied education space and prepare Surakarta MSMEs for onboarding their businesses directly to Indonesia’s creative economy unicorns. “The UNS commitment is symbolized by the inauguration of the 3rd UNS campus gate, directly facing the Solo Technopark,” said Prof. Jamal.

After transforming into Legal Entity State University (PTNBH), UNS continues to work hard to make various adjustments to norms, organization and human resources, and initiating efforts toward World Class University.

Prof. Jamal, in this opportunity, described the hard work of all the UNS academic members in determining the step toward a world-class university. The latest achievement, in 2022, UNS was named by the Times Higher Education (THE) as a world-class university under the Young University Rankings 2022 category.

In 2021, UNS was included in THE Impact Ranking for world-class universities and QS World University Ranking versions. In the same year, UNS was also recognized as the best Higher Education in Business Services Agency by the Directorate General of Higher Education, Ministry of Education and Culture. In terms of environmental sustainability, UNS ranked 7th in the 2021 UI GreenMetric award as Sustainability University. In addition, UNS also conducts research into developing alternative energy, Thorium, as an environmentally friendly source of electrical energy.

Today, UNS has 47 Study Programs that are internationally accredited. In the future, there are 14 programs preparing for Accreditierungsagentur für Studiengänge der Ingenieurwissenschaften, der Informatik, der Naturwissenschaften und der Mathematik (ASIIN), the Agency for Quality Assurance (AQAS), and the Institute of Food Technologists (IFT) accreditation.

Efforts to strengthen research and innovation are not lagging behind. Currently, UNS has 771 intellectual property rights. And other 540 intellectual property rights are in the registration process. There are also 35 IPR/UNS Patents have implemented by the industry/community.

Students also contributed to UNS achievements through their accomplishments on the international scene. Some of the students’ achievements include the I2ASPO, New Delhi, World Population Day Competition, International Biodiversity Competition, ITEX Malaysia, and many others.

Through UNS’s strategies, programs, and activities in its 2nd year as PTNBH and marking the solid rise of UNS to become a world-class university, Prof. Jamal also appealed specifically to the President of the Republic of Indonesia (RI), Ir. Joko Widodo to inaugurate the UNS Tower with the name of Ki Hadjar Dewantara Building.

Prof. Jamal also submitted a request to the Minister of Finance of the Republic of Indonesia, Sri Mulyani Indrawati, S.E., M.Sc., Ph.D., to receive the 2022 UNS Award ‘Parasamsya Anugraha Dharma Bhakti Upa Bhaksana.’ “This award is given to the Minister for her outstanding contribution to a fair fiscal policy in handling the Covid-19 pandemic,” he said.

Concluding his report, Prof. Jamal expressed his joy and gratitude to the President of the Republic of Indonesia, Ir. Joko Widodo, the Head of National Institutions, the Head of Regional Government, leaders and experts from domestic and foreign universities, media leaders and journalists, UNS academic members and alumni, and other officials who have given support and congratulating UNS for the Anniversary.
