<p class="wp-block-paragraph"><strong><a href="https://uns.ac.id/en/">UNS</a></strong> &#8212; The Chairman of the Council of Rector of Indonesian State University (CRISU) and the Rector of Universitas Sebelas Maret (UNS) Surakarta, Prof. Jamal Wiwoho, shared his opinion on the news regarding the “fake professor” reported to a rector of one of the private universities in Jakarta, MU.</p>



<p class="wp-block-paragraph">The coverage started when MU was reported to <a href="https://metro.polri.go.id/">Polda Metro Jaya</a> by a postgraduate program director in an institute in Sumatra Utara on 24 January, accusing MU of getting his professor illegally. For the report, MU is charged with Article 263 KUHP Jo. Article 69 Law Number 20 of 2003 regarding Sisdiknas Jo. Article 28 paragraph (7) on Article 93 UU Number 12 of 2012 regarding Higher Education. MU also has undergone an examination in <a href="https://metro.polri.go.id/">Polda Metro Jaya</a> on Monday (28/3/2022).</p>



<p class="wp-block-paragraph">Responding to the news reporting, Prof. Jamal stated that the legal standing of MU’s professorship should be considered from a normative point of view before moving into other aspects of such a title. In Indonesia, a professorship is granted based on the Ministry of Education, Culture, Research, and Technology (<a href="https://www.kemdikbud.go.id/">Kemendikbud Ristek</a>) RI regulation.</p>



<p class="wp-block-paragraph">“We see case by case. I need to see the decree; if it is from the Minister, I am sure it is legal,” Prof. Jamal explained in an interview with Kompas Petang Tuesday (29/3/2022).</p>



<p class="wp-block-paragraph">The Chairman of CRISU added that a professorship from a university could not be easily granted because there are guidelines, stages, and legal basis for the process. The title could be granted through two methods, an academic track for faculty members and a non-academic track for people with exceptional competencies in their field. The first track is regulated in Permendikbud No. 92 of 2014, while the second track is regulated in Mendikbud Ristek Regulation No. 38 of 2021. Honorary professorship itself is a new term in higher education that replaces the previous Professorship for Non-Permanent Faculty Member as regulated in Mendikbud Ristek Regulation No. 38 of 2021, signed on 9 December 2021.</p>



<p class="wp-block-paragraph"><strong>Requirements for Professorship</strong></p>



<p class="wp-block-paragraph">Prof. Jamal also explained the requirements for achieving a professorship. From the academic track, the requirements are regulated in Article 10 paragraph (1) Permendikbud No. 92 of 2014, including teaching experience as permanent faculty members for at least ten years, holding a doctoral degree, at least three years after receiving their doctoral, at least two years serving as Assistant Professor, and scientific publication in reputable journals as the first author.</p>



<p class="wp-block-paragraph">As for honorary professorship, the requirements as regulated in Article 2 Mendikbud Ristek Regulation No. 38 of 2021 are: people with exceptional competencies and/or achievements could be granted professorship under the promotion from the leader of the related university, university promoting the professorship has A level accreditation, and Doctorate Program promoting the title also accredited with A.</p>



<p class="wp-block-paragraph">Going back to MU case, Prof. Jamal stated that it is necessary to review the requirements for the professorship and the accreditation of the program promoting the title. “Thus, (we) need to see from the institution granting (the professorship),” Prof. Jamal added. <strong>Humas UNS</strong></p>

<p class="wp-block-paragraph"><strong>UNS</strong> &#8212; The President of the Republic of Indonesia (RI) Joko Widodo (Jokowi), asked public universities not to limit their student’s ability because the pandemic has pushed great technology transformation. This reminder was delivered by the President on the opening of the Council of Rector of Indonesian State University (CRISU) meeting held in the Faculty of Medical Science (FK) Hall Universitas Sebelas Maret (UNS) Surakarta on Monday (13/9/2021).</p>



<p class="wp-block-paragraph">The President also mentioned that the pandemic had created uncertain conditions in the community, and university students are demanded to be adaptable and innovative in adjusting to the newest technology trend. Therefore, the universities need to facilitate their students in developing their talents and change the old patterns. “Don’t limit your students with the existing programs in the faculties. I already reminded, and I will continue to remind (you),” President Jokowi stated.</p>



<p class="wp-block-paragraph">He also emphasized that universities should provide opportunities for their students to learn new knowledge outside their programs. The President stated that at some point, university students might felt that their program is not a match for them and hopes that students could pursue careers according to students’ individual talents. He mentioned that students’ selection on their program and faculty often is not based on their talents, and they will feel it once they are studying. “We know that people could have careers far from their bachelor diploma. I often use Budy Gunadi Sadikin as an example. In ITB, he studies Nuclear Physics, but work in a bank and become the President Director of Bank Mandiri and Minister of Health,” President Jokowi said.</p>



<p class="wp-block-paragraph">Therefore, he asked the rectors of the public universities to give freedom for their students to learn. In the future, university graduates are predicted to work in a professional career, and the President hopes students could use the freedom in learning to learn something outside their programs and university, especially in terms of technology and language. “Truly unexpected changes pushed by the pandemic that demands us to enter the transition quickly and start to adapt with this kind of thing. We need to get prepared to learn again,” President Jokowi stated.</p>



<p class="wp-block-paragraph"><strong>Rector’s Responsibilities do not Stop at in Campus Education</strong></p>



<p class="wp-block-paragraph">In his opening remark, the President mentioned that a rector’s duty is not only teaching their student in the campus, but they are also responsible for teaching students outside the campus. The President wants that rectors do not only share their knowledge in the classroom and let their students get used to monotonous activities. He added that teachers should be honest with their students that learning materials will continue to change and do not let students learning outdated materials. President Jokowi also emphasized that public university rectors need to shape leading and well-behaved students who will not have contradictory actions inside and outside the campus.</p>



<p class="wp-block-paragraph">“University has a task to shape and create students that are leading and well-behaved, healthy physically and mentally, have good manner, and nationalism. (If students) become a drugs addict outside the campus, what’s for? If we could not teach (students). On the campus (they) learn about Pancasila and civil education, but outside the campus, they become extremist. What’s for? So lastly, the responsibility of a rector lies inside and outside their campus,” the President explained.</p>



<p class="wp-block-paragraph">The visit to UNS is the last agenda in the President’s visit to Central Java Province. The Presdient attended CRISU meeting with the Minister of Education, Culture, Research, and Technology (Mendikbudristek) RI Nadiem Makarim, Central Java Governor Ganjar Pranowo, and Surakarta Major Gibran Rakabuming Raka. The President was welcomed directly by the Chairman of CRISU and Rector of UNS, Prof. Jamal Wiwoho, and the Coordinating Minister of Human Resource Development and Culture (PMK) RI, Prof. Muhadjir Effendy. <strong>Humas UNS</strong></p>

<p class="wp-block-paragraph"><strong>UNS</strong> &#8212; The President of the Republic of Indonesia (RI) Joko Widodo (Jokowi) performed a visit to Universitas Sebelas Maret (UNS) Surakarta on Monday (13/9/2021) to attend The Council of Rector of Indonesian State University (CRISU) held in the Hall of the Faculty of Medical Science (FK) UNS.</p>



<p class="wp-block-paragraph">To the President, the Chairman of CRISU, and the Rector of UNS, Prof. Jamal Wiwoho, reported the learning activities in universities during the Covid-19 pandemic. The Chairman stated that currently, several public universities in several regions had started their face-to-face learning system (PTM) trial. The decision to start the trial was based on the PPKM status of each region that changed from level 4 to level 1, 2, or 3. Prof. Jamal added that the decision was also taken based on the improvement in the pandemic indicators, the decrease in new cases, and Bed Occupancy Rate (BOR) in hospitals. “Therefore, considering these conditions, the members of CRISU agreed to start the PTM trial,” he concluded.</p>



<p class="wp-block-paragraph">The UNS Rector also emphasized that the trial is based on gradual and conditional principles and has been promoted by Prof. Jamal to the rectors of public universities since February 2021. The principles are promoted by Prof. Jamal based on the concern that PTM activities could lead to the spread of SARS-CoV-2. The principal also asked universities to have 30% attendants from the room’s normal capacity, and all students who participated in the PTM are vaccinated against Covid-19.</p>



<p class="wp-block-paragraph">“Although there are several universities that have not to conduct PTM trial due to situation and condition of their region that is in level 4 or vulnerable to the spread of Covid-19,” Prof. Jamal added.</p>



<p class="wp-block-paragraph">To the President, Prof. Jamal also explained that the universities collaborate closely with the local government, TNI/ Polri, alumni association, and the Faculty of Medical Science to vaccinate their academic members. The Rector specifically asked for continuous support from the President in vaccinating the academic members of public universities, considering a large number of academic members and many did not get an opportunity to get vaccinated to this day. “Hopefully, the President could push to speed up the vaccination program in universities,” Prof. Jamal said.</p>



<p class="wp-block-paragraph"><strong>University Role in Covid-19 Pandemic</strong></p>

<p class="wp-block-paragraph">In his report, Prof. Jamal also shared public university full involvement in adjusting to the online learning system, observed from the development of virtual learning platforms and transformation of university management into digital-based management. Public universities also spread positive energy and increased their research quality during the pandemic through creative and innovative jumps that created thousands of researches and prototypes, including innovation to handle the Covid-19 pandemic.</p>



<p class="wp-block-paragraph">“To support the Covid-19 handling, universities responded through its refocusing and reallocation of budget. Even though this policy causes a heavy impact on the slowed down the achievement of previously set targets,” Prof. Jamal explained.</p>



<p class="wp-block-paragraph">He added that refocusing and reallocation of the budget has slowed down several construction programs. But he hopes that the delay could be realized in the next financial year. Representing the CRISU, Prof. Jamal also thanked the President of Indonesia for attending the meeting as his last Central Java visit agenda started on Saturday (11/9/2021).</p>
