The forum discussed several partnership points between universities in Indonesia and France. The established partnership will be implemented in higher education, research, innovation, and entrepreneurship. “The event was opened directly by the French Minister of Higher Education and Research at the University of Polytechnique Hauters-De-France-(UPHF),” said Prof. Jamal.

Not alone, Prof. Jamal traveled to France alongside other representatives from Indonesia, including the Director-General of Higher Education Research and Technology, Ministry of Education, Culture, Research and Technology (Kemendikbudristek), Prof. Nizam, M.Sc., DIC., Ph.D. He stated that collaboration in the research and innovation field needs to get developed. Research and innovation development can boost university graduates’ competitiveness. “Our universities’ graduates need to be closer to the business and industrial world, thus, research and innovation need to be improved,” he explained.

Other than Prof. Nizam, the Head of the Indonesian Research and Innovation Agency (BRIN), Dr. Laksana Tri Handoko, M.Sc., the Indonesian Education and Culture Attaché for France, Prof. Warsito, Secretary of the Dirjendiktiristek, Prof. Tjitjik Sri Tjahjandarie, as well as the Director of Research and Community Service, Prof. Teuku Faisal Fathani, were also present at The 12th Joint Working Group (JWG) on Higher Education, Research, Innovation, and Entrepreneurship.

Currently, several Indonesian universities have established partnerships with universities in France. At least 10 (ten) universities have established partnerships with France, with a total of 587 cooperation documents.

UNS is one of the universities that has established partnerships with several campuses in France. There are currently 17 collaborations that have been carried out by UNS with campuses in France.

Not only strengthening partnership collaboration, the participants at this forum also exchanged various materials and participated in research, innovation, and entrepreneurship discussion. The coverage started when MU was reported to Polda Metro Jaya by a postgraduate program director in an institute in Sumatra Utara on 24 January, accusing MU of getting his professor illegally. For the report, MU is charged with Article 263 KUHP Jo. Article 69 Law Number 20 of 2003 regarding Sisdiknas Jo. Article 28 paragraph (7) on Article 93 UU Number 12 of 2012 regarding Higher Education. MU also has undergone an examination in Polda Metro Jaya on Monday (28/3/2022).

Responding to the news reporting, Prof. Jamal stated that the legal standing of MU’s professorship should be considered from a normative point of view before moving into other aspects of such a title. In Indonesia, a professorship is granted based on the Ministry of Education, Culture, Research, and Technology (Kemendikbud Ristek) RI regulation.

“We see case by case. I need to see the decree; if it is from the Minister, I am sure it is legal,” Prof. Jamal explained in an interview with Kompas Petang Tuesday (29/3/2022).

The Chairman of CRISU added that a professorship from a university could not be easily granted because there are guidelines, stages, and legal basis for the process. The title could be granted through two methods, an academic track for faculty members and a non-academic track for people with exceptional competencies in their field. The first track is regulated in Permendikbud No. 92 of 2014, while the second track is regulated in Mendikbud Ristek Regulation No. 38 of 2021. Honorary professorship itself is a new term in higher education that replaces the previous Professorship for Non-Permanent Faculty Member as regulated in Mendikbud Ristek Regulation No. 38 of 2021, signed on 9 December 2021.

Requirements for Professorship

Prof. Jamal also explained the requirements for achieving a professorship. From the academic track, the requirements are regulated in Article 10 paragraph (1) Permendikbud No. 92 of 2014, including teaching experience as permanent faculty members for at least ten years, holding a doctoral degree, at least three years after receiving their doctoral, at least two years serving as Assistant Professor, and scientific publication in reputable journals as the first author.

As for honorary professorship, the requirements as regulated in Article 2 Mendikbud Ristek Regulation No. 38 of 2021 are: people with exceptional competencies and/or achievements could be granted professorship under the promotion from the leader of the related university, university promoting the professorship has A level accreditation, and Doctorate Program promoting the title also accredited with A.

Going back to MU case, Prof. Jamal stated that it is necessary to review the requirements for the professorship and the accreditation of the program promoting the title. “Thus, (we) need to see from the institution granting (the professorship),” Prof. Jamal added. Humas UNS

The Vice-Rector also stated that the Matching Fund is a funding scheme from the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek) for the collaboration between universities and the Business and Industrial sectors (DUDI) in implementing the Merdeka Belajar Kampus Merdeka (MBKM) program.

“In the research and innovation field, (we) encourage UNS to contribute more to the Matching Fund 2022 program. Inviting faculty members, especially from FP UNS, to join the program. To participate and seize the opportunity. Let us welcome the Matching Fund 2022 program,” Prof. Kuncoro stated.

Prof. Kuncoro also hoped that UNS could win at least IDR 50 billion in funding from the scheme. He added that to prepare faculty members to join the program UNS has collaborated with the Ministry of Tourism and Creative Economy (Kemenparekraf), Ministry of Environment and Forestry (LHK), and some partners from DUDI. The Rector of UNS, Prof. Dr. Jamal Wiwoho, SH., M.Hum., also mandated the Director of Innovation and Downstreaming to oversee Matching Fund 2022 and to assist and provides confirmation needed by the applicants. The university also provided other administrative support for applicants.

The first socialization material was delivered by the Dean of FP UNS, Prof. Dr. Ir. Samanhudi, S.P., M.Si., IPM, ASEAN Eng., on Proposal Matching Fund 2022 Socialization as technical references in preparing the proposal. The second material was delivered by Dr. Ir. In his remark, Prof. Jamal appreciates the partnership established between UNS and LLDIKTI Region II. He considers this Memorandum of Understanding as proof that universities in Indonesia should not become exclusive and should open up collaboration opportunities. “This is a logical consequence of policy transformation, one of which is Merdeka Belajar and Kampus Merdeka (MBKM), that was proposed by the Ministry of Education and Culture,” said Prof. Jamal.

Prof. Jamal encourages the universities in LLDIKTI Region II, which currently oversees four (4) Provinces in Sumatra, namely the South Sumatra, Bengkulu, Lampung, and Bangka Belitung, to improve the quality of Human Resources (HR). One of them is to increase the number of lecturers with Ph.D degrees. “HR is an important element in the main development. More doctors and professors are needed. Therefore, I appreciate this Memorandum signatory. Hopefully, it can be implemented immediately. For any form of assistance UNS can provide, we will provide. And if there is any idea available to be conveyed, please share it with us,” said Prof. Jamal.

Meanwhile, Prof. Yuliansyah expects UNS assistance to improve the quality of private universities in his region, which approximately reached 200 institutions. Because, there are currently no private universities in South Sumatra, Bengkulu, Lampung, and Bangka Belitung with excellent accreditation score. “The number of Professors in our region is only 26. First, the former Mayor of Surakarta “confided” about the severity of the challenges and problems that the government had to face when the Covid-19 pandemic hit. He said that numerous heads of government from developed countries in the world were complaining about the impact of the Covid-19 pandemic, which resulted in the world economy collapsing.

“Two days ago, the German Chancellor, Olaf Scholz, called me and spoke a lot. Think of what I said earlier (red: economic problems due to the Covid-19 pandemic). Yesterday at noon, there was another call from Japan Prime Minister Fumio Kishida concerning the same thing,” said President Jokowi. He (the Japan Prime Minister) said that the world situation was not okay, especially with the tension between Ukraine-Russia and the increase in world commodity prices. This commodity price rise is impacting wheat prices. The reason is that Ukraine and Russia supply about 20 percent of the world’s wheat needs.

President Jokowi also states that the current world oil price faces a drastic surge. In 2020, the oil price was still in the range of $60 US Dollars per barrel. However, the oil price is currently going out of control and has doubled to touch the US $115 mark. “Twice as much (a/n: commodity prices go up). All countries have increased the selling price to the public. In contrast, we’re here still trying to hold on. Mrs. Minister of Finance, I need to ask how many days do you plan to hold?” said President Jokowi.

Global Challenges Get Tougher

In the UNS 46th Anniversary Academic Senate Open Session, President Jokowi said that the world is experiencing a very rapid change, and Indonesia should not become a “victim.”

This situation means that Indonesia must optimize Natural Resources and Human Resources (HR). One example is stopping the export of raw materials, such as nickel.

President Jokowi said the decision was taken to bring more significant profit to the country. He said after nickel exports were spoofed, the country could earn $20 billion US Dollars or around Rp 280 trillion. “Since VOC, we have been exporting raw materials, and until today, we are still exporting raw materials. We do not get any added value, but since 2020 I have told the ministries in Indonesia, one by one, that we must stop (red: export raw materials),” President Jokowi stated.

In the future, President Jokowi will stop the export of other raw materials, starting from bauxite in the coming year. President Jokowi admitted that Indonesia is ready to get sued by global governments due to the cessation of nickel and bauxite exports. “Bauxite export will be stopped next year! I believe that copper or tin will be sued again, but it is okay. It does not necessarily mean that we lose, but also not necessarily we win. But, that courage must be done,” he said.

Starting from the government’s courage to stop raw materials export, President Jokowi also asked universities, including UNS, to be better prepared for changing times and the world. One of the things he asked for was the preparation of superior HR according to the industry needs. President Jokowi said that the preparation time for achieving superior human resources is not necessarily long. He asked UNS and other universities to prepare this matter in two years only before Indonesia faced a demographic bonus in 2030.

Reflecting on the policies taken by the Ministry of Education, Culture, Research, and Technology (Kemendikbud Ristek), President Jokowi admitted that he was happy when he saw that students had been able to learn new knowledge outside his study program. He hopes that the Merdeka Belajar-Kampus Merdeka (MBKM) can allow Indonesia to catch up with other countries, including preparing digital talents. “Digital talent is important, AI, cloud computing, digital design, digital marketing, blockchain, everything. We must have that HR talent,” he said.

Therefore, the former Governor of DKI Jakarta left UNS a message to dare act for the 46th Anniversary (HUT). Particularly dare to remove the already irrelevant study programs and replace them with a new one.

With 40,000 students, President Jokowi referred to UNS as a talent carrier that must be careful. Led by Dr. Ernoiz Antriyandarti, the team involved eight students from the Agribusiness Program Faculty of Agriculture (FP) and one Master Student in Agribusiness Postgraduate Program UNS. The research team consisted of Agustono, M.Si, ecology expert from FP UNS, and Dr. Hijrah Saputra, earthquake and geophysics expert from Universitas Airlangga (Unair). The team also collaborated with the Red Cross of Indonesia (PMI) Kapanewon Girisubo, Gunungkidul, and was supported by Kapanewon Girisubo Subdistrict as the center for the humanitarian research program.

The research focuses on water scarcity in the karst area because this issue affects agricultural and animal husbandry sectors in the region. Gunugkidul region is also included in natural disaster vulnerable areas. The research team identified the needed intervention, strategy, engineering, and breakthrough to solve various levels of vulnerabilities in the area while strengthening the community’s resilience. These steps should not set aside the sustainability of the ecosystem and social ecology in rural development. The fragile karst area also needs careful management to prevent environmental damage.

The Humanitarian Research Project has several objectives. First, implementing a drip irrigation system to solve drought in farming lands. The other objectives of the study are mapping areas vulnerable to drought and earthquake, preparing drought and earthquake mitigation framework, providing assistance and education on disaster mitigation, and formulating policy recommendations for drought and earthquake disasters under cultural, spatial, and ecological approaches. UNS students took a role in preparing supporting programs and coordinating with the community partners. Therefore, this program also prepared students to be leading researchers.

“This program opened our perception on regional development, especially in dry farming land that will be implemented by Kapanewon Girisubo and how to mitigate drought and earthquake,” Rifa’i, a student member, stated on Wednesday (16/2/2022).

Rochen, another student member, admitted that they received direct experience in analyzing precipitation levels in the region. “Precipitation is the key factor in the hydrology cycle in a watershed. Precipitation requires certain pre-condition from climate data covered in climatology. Management of water sources requires hydrology data and information,” Rochen added. Humas UNS

The Suroloyo Bandar Farmer Group I, Pacitan, aims to downstream herbal medicine plants (Empon-empon), especially turmeric, through steam distillation and selling the produced oil to industry. “So far, the turmeric harvest from farmers is directly sold at low prices to middlemen. Therefore, efforts are needed to increase turmeric economic value,” explained Fea Prihapsara, M.Sc., as the head of the community service activity, Monday (31/1/2022).

This program was funded by the Ministry of Education, Culture, Research, and Technology (Kemdikbudristek) through a Community Service Grant under the Regional Featured Product Development Program (PPPUD) in 2021. The funds were invested in production equipment to support the turmeric essential oils process.

The head of the Suroloyo Farmers Group I, Agus Pramono, said that the turmeric harvested by the farmers would be refined using a distillation machine with fuel from machine lubricant oil waste. “The distillation process took around 7-8 hours using a 200 kg boiler, which will produce a refined product of around 0.1-0.15%. In this essential oil refining, no waste is produced. Wet turmeric can be processed into 3 (three) products, namely essential oil, hydrosol, and grade B turmeric powder,” explained Agus.

Turmeric essential oil (Turmeric oil) has many health benefits, such as overcoming depression, anxiety, arthritis, joint pain, relieving colds and coughs, boosting the immune system, making skin smooth, and soothing digestive disorders. Turmeric oil can also be used as aromatherapy, massage oil, traditional medicine, and cosmetics.

Meanwhile, hydrosols are often referred to as hydrolases, florasols, or distillate water, which are part of essential oils components suspended in distilled water. “The average essential oil composition in the hydrosol is about 0.02%. Hydrosol can help to hydrate and brighten skin, as well as aromatherapy. Apart from being used in traditional medicine and cosmetics, hydrosol can also be used as a diffuser for room freshener,” added Fea.

Fea further states that grade B turmeric powder is used in the mix of animal feed or Antibiotic Growth Promoters (AGP) for broiler chickens, poultry, fish, cattle, goats, and many others. Additionally, cattle feed mixed with turmeric powder as a substitute for AGP is also highly beneficial for livestock in maintaining egg production stability for poultry.

Meanwhile, Agus added that for every 200 kg of wet turmeric, which can be sold at Rp. 1,200-1,500/kg can produce about 200-250 ml of essential oil, 50 liters of hydrosol, and 20 kg of dry turmeric powder. The essential oil price is estimated at Rp. 250,000/100 ml, while the hydrosol is estimated at Rp. 5000/liter, while dry powder is expected to be sold at Rp. 10,000/kg.

“Actually, processing turmeric brings more benefits than being sold in wet form. Moreover, we will disseminate this turmeric processing activity to other farmers to help them in increasing turmeric added value,” concluded Agus. Humas UNS

Talenta Indonesia Program is a funding scheme in the form of incentives provided to students at undergraduate, master, and doctoral programs to implement their independent innovation and creativity that will benefit the community. The program has been offered for several years now with research and independent creative research schemes to solve community issues. Participants could select from several outcomes in the research scheme, such as undergraduate thesis, design/prototype, product, published article, and presenter certificate. The awardee in the program is eligible for IDR 5 to 20 million funding.

“The program is diverse. Almost similar to PKM, but PKM has Pimnas, while Talenta Inovasi Indonesia Program stops at incentive. So, we get an incentive, we implement the program, we completed the output,” Suko explained to uns.ac.id team on Saturday (13/11/2021).

In his first opportunity, Suko said that he selected Research/International Conference Research with an article published in Scopus indexed proceeding. Through the study, Suko won IDR 5 million funding allocated for the registration fee for International Conference and publication fee. Although Suko has presented his study at a conference held by Universitas Indonesia (UI) in August, he is still eligible for the incentive even though the program was open in September. “As long as we could meet the output required by Talenta Inovasi Indonesia Program, we could apply,” he added.

He added that the conference was his third experience presenting a paper. In the UI – Turkey conference, he stated that the event was open for students at undergraduate and master levels, researchers, faculty members, and the general public. The participants came from Indonesia, Vietnam, Thailand, and some other countries. Suko said that conference participation taught him how to prepare appropriate paper publications, presentation experience, and obtain feedback from the experts in the field.

After the conference, he got the information on the program from his teachers, to which he decided to apply. There were two selection processes, administrative and substantial selections. Suko received the incentive after passing the substantial selection, and he added that it is likely that there will be a monitoring and evaluation stage later on. He also shared his happiness when he learned about his success through the announcement Letter Number 4279/E4/AK.04/2021. “Happy, delighted, did not expect because this is my first time participating in Program Talenta Inovasi Indonesia.”

In his report, Prof. Dody stated that KRTI 2021 is participated by 163 teams from 61 universities in Indonesia in four divisions with different themes. The divisions are Racing Plane (RP), Fixed-Wing (FW), Vertical Take-off and Landing (VTOL), and Technology Development (TD). “This competition aims to facilitate students in creating in the aerodynamic field, especially flying robot. Besides as a means of building networking, information exchange, and educating the community, students, observers, researchers, and flying robot activists,” Prof. Dody reported.

Muslih, M.Si., the Head of Administration Subdivision Puspresnas, stated that KRTI is a part of Merdeka Belajar Kampus Merdeka (MBKM) implementation that aims to encourage university students to be active in an academic while developing themselves as a creative, competitive individual with strong characters. “KRTI is held to train university students on unmanned flying vehicles, which includes an assessment on configuration, control, data collection, flying parameters, observation, mapping, and delivery of packages in a location or vertical building,” he added.

In his opening remark, the Rector of UNS, Prof. Jamal Wiwoho, appreciated Kemendikbudristek’s trust towards the Faculty of Engineering (FT) UNS as host and managing committee of KRTI 2021. “UNS is committed to always providing the best services for the success of unmanned vehicle or KRTI contest from 15-20 November 2021. Welcome and have a fair competition, 163 teams from 61 universities in Sumatera, Batam, Java, Bali, Borneo, Sulawesi, to Maluku Utara,” Prof. Jamal said.

In the next five days, all 163 teams will compete in the annual contest held by Puspresnas. Besides hosting the contest, UNS also participated in the competition through its representatives from the Bengawan UV team, who succeeded in participating in the final round in all four divisions.
