Strengthening Community Empowerment

The Central Java Government launched the Kecamatan Berdaya Program to empower communities at the district level. The program targets vulnerable groups, including women, children, persons with disabilities, and creative youth. Its success depends on collaboration between local governments, universities, businesses, and community organizations.

UNS Rector Prof. Hartono highlighted the importance of cross-sector collaboration, which is at the heart of the program. He noted that the initiative aligns with UNS’s strategic values of “Together” and “Active.” This is part of the university’s commitment to the Tri Dharma Perguruan Tinggi (Three Pillars of Higher Education).

“This program focuses on improving the welfare of communities, particularly children, women, and persons with disabilities. As it aligns with our values, UNS will fully support this initiative,” Prof. Hartono said.

UNS’s Role in the Program

Prof. Hartono further explained that UNS will contribute to the program through its commitment to education, training, and community service. The university will deploy community service teams through its Institute of Research and Community Service (LPPM). It will also engage students through the Thematic Community Service Program (KKN Tematik).

Nawal Arafah Yasin, M.Si., is the Chairperson of the Central Java PKK and the Coordinating Team for the Kecamatan Berdaya. She also serves as the Chairperson of Women and Child Protection House (RPPA). She stressed the collaborative nature of the program. She emphasized that it brings together resources from various sectors to build a safer, more inclusive, and empowered society.

“The Kecamatan Berdaya program unites the efforts of government institutions, universities, and businesses to empower communities. It focuses on supporting women, children, persons with disabilities, and creative youth. We hope this initiative helps reduce poverty and supports the development of Central Java,” she explained.

Facilities and Initiatives under the Kecamatan Berdaya Program

The program introduces several facilities and support initiatives, including the Zilenial Card and vocational training at Work Training Centers (BLK). It also offers content creator workshops, Santripreneur and Millennial Farmers programs, and a sports center. The program provides internet access for villages, organizes sports tournaments, and develops inclusive public spaces. The program also aims to create safe, bullying- and violence-free school environments.

Governor Luthfi’s Support for Collaboration

Governor Ahmad Luthfi expressed his gratitude for the partnership between local governments and universities in the Kecamatan Berdaya program. He stated that future efforts would continue to align with ministry, university, and departmental programs.

“Kecamatan Berdaya will collaborate with ministry programs, universities, and related departments. I am grateful to the Rector of UNS. The Thematic KKN Program can be integrated into district-level activities,” Governor Luthfi said.

Inauguration of Key Initiatives

In addition to launching the program, the event inaugurated the Women and Child Protection House in Jebres. It also introduced the Zilenial Card. These initiatives aim to provide youth with better access to entrepreneurship training, sports facilities, and digital literacy resources.

UNS aims to make a significant impact on community empowerment and the protection of vulnerable groups. The Kecamatan Berdaya Program offers a collaborative model for regional empowerment efforts. Other regions could replicate this model to support their communities. The program builds strong partnerships between universities and local governments. An interdisciplinary team of UNS lecturers organized the event. The team was initiated by UNS Vice-Rector for Planning, Cooperation, Internationalization, and Information, Prof. Irwan Trinugroho, S.E., M.Sc., Ph.D. Members include:

This collaborative initiative is a partnership between Aston University, UK, and UNS, Indonesia. The Gender Equality Program (GEP), funded by the British Council, addresses challenges faced by female university graduates entering the workforce. The program promotes gender equality through training, research, and institutional collaboration, supporting women’s empowerment and creating an inclusive educational environment.

The project integrates economic, cultural, and legal approaches to enhance women’s professional participation. The Matching Fund from Kedaireka under the Ministry of Education, Culture, Research, and Technology (Kemenristekdikti) provides additional support.

Research Methodology and Collaboration

The UNS research team employs various methodologies, including interviews, focus group discussions (FGDs), and expert consultations. A comprehensive literature review strengthens their analysis. Respondents include students, alumni, lecturers, administrative staff, and the Career Development Centre at UNS. The team also collaborates with universities in five regions with high gender inequality rates. They were Maluku, Central Kalimantan, Jambi, Papua, and Mataram.

Key Outcomes and Future Plans

“As a result of this project, we will publish a report. It will focus on the challenges female students face in employment and entrepreneurship in the short term. Additionally, we will develop educational resources for students and staff, followed by a written publication assessing their impact (medium-term). A dedicated website will also be launched to share these resources with universities in Indonesia and the UK. This will foster ongoing collaboration and best practice sharing,” Dr. Erna said.

Since late 2023, the team has proposed several recommendations. One recommendation is to integrate gender equality topics into university curricula. Others include revitalizing gender equality mainstreaming across academic communities and providing specialized training for graduates entering the job market.

Professor Hannah Bartlett, Lead Applicant from Aston University, expressed her enthusiasm. “I am honored to be part of this seminar. It is a privilege to conduct research alongside the UNS team in the Gender Equality Program. I hope the website we initiated will positively impact students and the wider community,” she said.

The seminar featured guest speaker Rahayu Purwaningsih, Director of Solidaritas Perempuan untuk Kemanusiaan dan Hak Asasi Manusia (SpekHAM) Surakarta. The event attracted 300 attendees, including representatives from Universitas Muhammadiyah Surakarta (UMS) and Universitas Jenderal Soedirman. It also included from Universitas Slamet Riyadi, and UHN Sugriwa.

Representing the UNS Rector, Prof. Dr. I Gusti Ayu Ketut Rachmi Handayani, S.H., M.M., delivered a speech. She serves as the Head of the Institute of Research and Community Service (LPPM) UNS. She congratulated the team on their research achievements and successful event organization.

Dr. Likha Sari Anggreni, S.Sos., M.Soc.Sc., the event’s chair and Vice Dean for Academic Affairs and Research at FISIP UNS, highlighted the strong participation. “Approximately 80 attendees joined the event, including lecturers, undergraduate to doctoral students, and representatives from the UNS Institute of Research and Community Service (LPPM),” she said.

In his opening remarks, FISIP UNS Dean, Dr. Didik Gunawan Suharto, S.Sos., M.Si., expressed his hopes that the event would foster a stronger academic atmosphere within FISIP and serve as a platform for scholarly engagement between students and lecturers.

“Thank you to FISIP UNS for introducing this initiative to enhance the academic culture with FISIP Insight Day. I hope this program continues to grow and contributes consistently to strengthening the academic environment at UNS,” Dr. Didik said.

The event was officially opened by Dr. Dimas Rahadian Aji Muhammad, S.T.P., M.Sc., Secretary of LPPM UNS, who praised the program as a groundbreaking effort. “We at LPPM UNS greatly appreciate this event. It is an innovative initiative, unprecedented in other faculties, and reflects the academic culture of leading universities abroad,” Dr. Dimas said.

One of the speakers, Prof. Dr. Argyo Demartoto, M.Si., commended the program for encouraging the exchange of ideas and knowledge. “This is an excellent platform for sharing ideas. In the future, I recommend expanding its scope beyond the faculty to include relevant stakeholders so they can utilize research findings for policy-making at local and national levels,” he said.

Participants, particularly students, also expressed their appreciation for the program. Latutik Muhlisin, a doctoral student in Communication Studies, hoped for similar events in the future, emphasizing their value in supporting doctoral research. Retno Widiastuti, a master’s student in Public Administration, shared a similar sentiment, stating, “This event provides valuable research ideas and broadens students’ perspectives on writing academic articles.”

The FISIP Insight Day program aligns with Sustainable Development Goal (SDG) 4: Quality Education by stimulating research interest, fostering creative idea dissemination, and inspiring the broader audience to pursue academic excellence.

Prof. Dody Ariawan, S.T., M.T., Ph.D., Vice Rector for Student Affairs and Alumni, highlighted the importance of regulation and oversight in development to minimize environmental damage, ensuring the successful realization of SDG 7.

“This theme is crucial for setting limits and conducting oversight to minimize harm during energy development. We warmly welcome this seminar, hoping it enhances quality of life and benefits all participants,” Prof. Dody stated.

The seminar was officially opened by Prof. Dr. I Ketut Rachmi Handayani, S.H., M.M., Head of LPPM UNS. The keynote speech was delivered by Prof. Dr. Guntur Hamzah, S.H., M.H., a Justice of the Constitutional Court. The event featured prominent speakers, including Yusuf Didi Setiarto, S.H.; John Eusebius Iwan Anis; Yulius S. Bulo; Josi Khatarina, S.H., LL.M., Ph.D.; and Prof. Dr. Lego Karjoko, S.H., M.H., with Dr. Fatimah Ulfatun Najicha moderating the session.

John Eusebius Iwan Anis, CEO of Pertamina New & Renewable Energy (NRE), emphasized Pertamina’s strong commitment to providing energy and developing renewable sources to support national energy security. He shared Pertamina’s milestone of achieving Remarkable Achievement 13 Gold PROPER in A Row Means Excellent Consistency ESG.

“Pertamina is ready to support the government’s goal of 8% growth in renewable energy. We also collaborate with PLN to contribute to environmental sustainability, ensuring tangible benefits for society. Sustainable energy development is undoubtedly achievable,” John said.

Yulius S. Bulo, Director of Operations at Pertamina Foundation, outlined the foundation’s environmental initiatives between 2022 and 2024. These included planting over 2 million mangroves and more than 1,2 million terrestrial trees and adopting a carbon project-based approach to Corporate Social Responsibility (CSR). This shift moves beyond the traditional “plant and leave” method, integrating sustainable carbon credit management.

Josi Khatarina, S.H., LL.M., Ph.D., Chair of the Board at the Indonesia Centre for Environmental Law and an academic specializing in Administrative Law at FH UI, discussed the legal framework for the right to a healthy environment in Indonesia. Her presentation covered global legal foundations, the 1945 Constitution of Indonesia, general and sectoral environmental laws, and the “planetary boundaries” concept. She stressed the need for civil society participation and intergenerational justice to safeguard the environment for future generations.

The seminar fostered strategic discussions on enhancing the right to a healthy environment as a cornerstone of achieving SDGs, particularly sustainable energy. It underscored the need for collaboration between governments, academics, private sectors, and civil society to realize equitable and sustainable development.

The event concluded with remarks by Prof. Dr. Lego Karjoko, S.H., M.H., who emphasized the critical need for ongoing research on renewable energy to sustain progress in this vital area. Humas UNS

The Secretary of the Institute for Research and Community Service (LPPM) UNS, Dr. Dimas Rahadian Aji Muhammad, S.T.P., M.Sc., personally handed over the laptops to the students, accompanied by the Head of the Disability Studies Center (PSD) LPPM UNS, Prof. Dr. Munawir Yusuf, M.Psi.

Prof. Munawir expressed gratitude to PT Bayan Resources Tbk for channeling its CSR funds to support UNS students with disabilities. He noted that UNS currently has 82 students with disabilities enrolled across various faculties. “UNS, through the PSD LPPM, strives to provide the best services for students with disabilities,” he said.

The PSD LPPM UNS has mobilized 30 volunteers to assist students with disabilities. In addition to providing human resources for assistance, the center also helps secure learning facilities for these students. “Previously, PSD sought donors to provide laptops for students with disabilities in need of learning support. Thankfully, in 2024, PT Bayan Resources Tbk stepped in to provide laptops to 20 freshmen with disabilities at UNS,” Prof. Munawir explained.

Beyond the laptops, PT Bayan Resources Tbk also granted comprehensive scholarships to the 20 students. The scholarship package covers tuition fees for eight semesters, institutional development fees, living expenses, round-trip transportation to campus, meal allowances, internship costs, book purchases, Kuliah Kerja Nyata (KKN) costs, and final project expenses. “All tuition-related expenses are fully covered by PT Bayan Resources Tbk. Over eight semesters, each student receives support amounting to IDR 215 million. This demonstrates UNS’s commitment not only to admitting students with disabilities but also to supporting and facilitating their education,” Prof. Munawir added.

He urged all students with disabilities at UNS to focus on their studies. “For those who have received scholarships, focus on your education without worrying about financial burdens. If you encounter any challenges, report them to the volunteers or PSD LPPM. We are ready to assist,” he said.

Parents of scholarship recipients were also invited to the event, with hopes that they would help oversee their children’s use of scholarship funds. “We hope the scholarship recipients maintain their academic performance, graduate on time, and continue achieving excellence,” Prof. Munawir emphasized.

Meanwhile, the Secretary of LPPM UNS, Dr. Dimas Rahadian Aji Muhammad, S.T.P., M.Sc., commended PSD LPPM UNS for its dedication to supporting students with disabilities. “PSD is one of the research centers at LPPM UNS that actively engages not only in research and community service but also in impactful social initiatives,” Dr. Dimas said.

He expressed hope that the students benefiting from PT Bayan Resources Tbk’s scholarships would excel in their studies. “We extend our heartfelt thanks to PT Bayan Resources Tbk for providing substantial scholarship support to UNS students with disabilities. May this assistance ease their burdens and pave the way for their success,” he concluded.

The event took place in the Haris Mudjiman Building, Meeting Room 1, at LPPM UNS on Tuesday (13/8/2024). Participants included representatives from the Surakarta Regional Disaster Management Agency (BPBD), Surakarta FPRB, the National Amil Zakat Agency (Baznas) Surakarta, Search and Rescue (SAR), Muhammadiyah Disaster Management Center (MDMC), and several other institutions. The agenda covered various activities, such as providing training to enhance the capacity of volunteer teams, creating Standard Operating Procedures (SOP) for flood disaster management, distributing educational tools to elementary schools, and delivering biopore infiltration holes.

Nico Agus Putranto, S.H., M.M., from BPBD Surakarta, praised the program, stating that the “Capacity Building and Disaster Forum” is an excellent initiative. He noted that its implementation can enhance the participation of FPRB members and increase their knowledge of disaster mitigation.

“It is hoped that activities like this are not only carried out by UNS but can also be implemented in all universities,” Nico said.

The event also featured a presentation by Dian Kurniadi, a member of the Surakarta FPRB, on the topic “Disaster-Aware Communities: Disaster Radar.” He explained that there are varying levels of vulnerability and capacity within the pentahelix model, which leads to different risks.

The final presentation, delivered by Dr. Sorja Koesuma, S.Si., M.Si., from UNS, introduced the JITUPASNA application. This app, currently in development, is designed to record disaster occurrences, including human casualties, property damage, and other relevant information. JITUPASNA can be used to assess the risks due to the disasters in specific areas.

This year, LPPM UNS showcased several innovative products developed by UNS researchers, including the immersive applications Virtual Reality Anima Safari (Zoo Exploration) and VR Maritopia (Underwater Exploration) from the D3 Informatics Engineering program at the Vocational School (SV) UNS, developed by Taufiqurrakhman Nur Hidayat, S.Kom., M.Cs. CPro. Additionally, the UNS IV ICU Ventilator, a respiratory aid specifically designed for use in intensive care units, was developed by Ahmad Marzuki, S.Si., Ph.D. “This ventilator is used to support patients who require respiratory assistance, especially in critical situations like Covid-19,” Ahmad Marzuki said.

Other featured products included Nila Prabha, a natural blue dye powder derived from the Indigofera longeracemosa plant, developed by Dr. Muzzazinah, M.Si. The Expo also showcased batik with the HEBAT concept (heritage, ecology, batik, agriculture, and tourism), designed by Prof. Dr. Izza Mafruhah, S.E., M.Si., to capture the unique characteristics of a region in terms of historical heritage, ecology, batik, agriculture, and tourism. Additional exhibits included beauty products from the UNS Pharmacy study program, developed by Dr. apt. Dinar Sari Cahyaningrum W, S.Farm., M.Si., and chocolate products from the UNS Food Science and Technology study program, developed by Dr. Dimas Rahadian Aji Muhammad, S.T.P., M.Sc.

The Chairman of BRIN, Laksana Tri Handoko, expressed hope that this exhibition would foster more partnerships and collaborations among researchers, which could lead to a brighter future for Indonesia through innovative works and national achievements.

“InaRi Expo 2024 is a crucial moment to showcase the potential, capacity, and capabilities of the research community, as well as research and innovation activities in Indonesia. It represents the spirit of cooperation and hard work, leading Indonesia toward a brighter and more competitive future,” he said.

InaRi Expo is an annual event organized by BRIN as part of the celebration of the 29th National Technology Awakening Day (Hakteknas), celebrated every August 10. This year’s Expo, themed “Research and Innovation for a Better Future,” aimed to promote collaboration in innovation, technology exchange, ideas, and experiences, and to initiate the commercialization process of research and innovation products.

Muhtar, S.Pd., M.Si., CfrA, as Vice-Rector for Resources; Prof. Ir. Dody Ariawan, S.T., M.T. Ph.D., as Vice-Rector for Student and Alumni Affairs; and Prof. Irwan Trinugroho, S.E., M.Sc., Ph.D., as Vice-Rector for Planning, Cooperation, Internationalization, and Information.

“In the name of Allah, the Most Gracious, the Most Merciful, with praise to Allah SWT, the Almighty, for His guidance, I hereby, on Thursday, August 15, 2024, officially appoint you to the position of Vice-Rector of UNS. I trust that you will carry out your duties to the best of your abilities, in accordance with the responsibilities entrusted to you. May Allah SWT, the Almighty, be with us, Amen,” Prof. Hartono said during the inauguration.

In his remarks, Prof. Hartono explained that several considerations and notes were taken into account in the appointment process. The first was in accordance with Presidential Regulation Number 56 of 2020, particularly Articles 37 and 45, Paragraph 3, which broadly state that the Vice-Rectors are appointed and dismissed by the Rector. The second consideration was based on competence, as these four individuals were deemed the best candidates for the positions.

“As part of our initiative for unity and cooperation, and after conducting evaluations, we determined that these four individuals could effectively work together and collaborate with the Rector. We express our gratitude to the Vice-Rectors for their willingness to assist me in my duties,” Prof. Hartono stated.

Prof. Hartono emphasized that there are many tasks ahead, with numerous programs yet to be implemented, and that the challenges in the future will be increasingly difficult, making it impossible for the Rector to work alone. “Starting today, we will gradually appoint and inaugurate the elements under the Rector, with the hope that they will assist in implementing the Rector’s programs,” he added.

There has also been a slight shift in the main duties and functions of the Vice-Rectors. For example, the Vice Rector for Academic Affairs is no longer combined with Student Affairs but is now focused on Academics and Research, as Student Affairs has become more demanding.

“This change will reduce the burden on the Vice-Rector for Academic Affairs, allowing the Vice-Rector for Student Affairs to focus more on student matters. This way, all four Vice-Rectors will have proportional duties,” Prof. Hartono explained.

This term also marks the first time UNS has appointed a female Vice-Rector, with Prof. Dr. Fitria Rahmawati, S.Si, M.Si., taking the role of Vice Rector for Academic and Research Affairs. “Alhamdulillah, today UNS has its first female Vice Rector,” he added.

Prof. Hartono expressed his gratitude to the previous Vice-Rectors, Prof. Dr. Ir. Ahmad Yunus, M.S., and Prof. Dr. Kuncoro Diharjo, S.T., M.T., who served UNS with dedication over the past five years. “Insyaallah, their efforts will be blessed, and they will achieve a good end. Once again, thank you for your support and dedication. We ask for your prayers so that we can work together to make UNS even better,” Prof. Hartono concluded.

The main topic discussed—and at the same time became the main theme of the conference—was ‘Strengthening a Comprehensive Global Health Architecture to Realize World Collaboration in Facing A Pandemic.’ This topic was discussed in detail by Dr. Sergio Da Lobo, the Consultant for World Health Organization (WHO) from East Timor as keynote speaker, alongside three other invited speakers, namely Dr. Tonang Dwi Aryanto, Ph.D., Viddy Firmandiaz, and Dr. Sunny Ummul Firdaus. The conference and discussions went interactively, with Rachma Indriyani, LL.M., Ph.D. as moderator.

This international conference was attended by UNS International Students from East Timor, Egypt, Bangladesh, Sudan, Nigeria, Suriname, Chad, Algeria, Izwanda, Yemen, Turkmenistan, Uganda, and Syria, as well as undergraduate students from UNS and other universities in Indonesia. This event was opened with the Executive Chairman’s report recited by R. Prihandjojo Andri Putranto, dr., M.Si., and followed by the opening remark delivered by the Rector of UNS, Prof. Dr. Jamal Wiwoho, SH, M. Hum., the Vice-Rector for Academic and Student Affairs UNS, Prof. Dr. Ir. H. Ahmad Yunus M.S., who at the same time officially opened the conference.

Delivering a keynote speech following the opening remarks, Dr. Sergio Da Lobo explained the Covid-19 condition that lasted for two to three years, which surprised the world, especially with its large socio-economic impact and health impact. “With the extensive experience and efforts in preventing and handling the spread of Covid-19, this pandemic has become a lesson to create a global construction for pandemic management, starting from government policies, appropriate health management systems, cooperation among communities and countries, and policies on the financial-economic system,” said Dr. Sergio Da Lobo.

The material presented was then followed by the topic of “Learning from the Past for Possible Next Pandemic,” delivered by dr. Tonang Dwi Ardyanto, Ph.D., provided an explanation of the history of pandemic transmission in the world, the development of the Covid-19 pandemic case, lessons learned during the Covid-19 pandemic, and necessary steps to be prepared to deal with the possibility of the next pandemic. The following material, discussing legal problems that occurred during the spread of Covid-19 in the Indonesian community, was delivered by Dr. Sunny Ummul Firdaus, who describes the legal roadmap for disease outbreak vaccination implementation, which includes solutions and recommendations for the five problems that occurred. “The ideal concept that can be applied to overcome this situation is to improve the applicable legal substance, disseminate and educate the community, create communication strategies and community targeting, evaluate legal problems, establish a legal umbrella for assuring clinical trials of vaccines, and coordination with relevant stakeholders,” explained Dr. Sunny.

The Rector of UNS, Prof. Dr. Jamal Wiwoho, SH, M.Hum., in his remarks, states that this international conference will provide novelty value in the education sector, better health innovation, and bring a positive contribution to the people’s lives to help them face the next pandemic. “This benefit can be seen from various ideas and innovations presented by the participants through their scientific papers in each sub-theme. The presented scientific papers will also be published in the indexed proceeding Atlantis Press,” said Prof. Jamal.

With this international conference, Dr. Andri Putranto, as the Committee Chairman, hopes that this conference can provide a great scientific contribution, especially in terms of prevention, preparation, and handling efforts in various sectors that will be affected by the development of a future pandemic. 

“With the idea and innovation presented at this conference, this will certainly be a novelty and a separate recommendation for Indonesia—and other countries—to prepare policies and efforts to strengthen the global health sector and encourage international cooperation efforts. Moreover, this conference cannot be separated from the support of BPD Bank Jateng,” concluded Dr. Andri. Humas UNS
