Held at the Ballroom of the Ki Hadjar Dewantara Tower, UNS, on Friday (6/12/2024), the FGD was attended by leaders across the university, including organizational heads, faculty leaders, directors, and unit chiefs. The event was officially opened by UNS Rector, Prof. Dr. Hartono, dr., M.Si., who emphasized the urgency of the theme in supporting UNS’s vision as a world-class university.

“A university’s excellence is determined by its ability to implement good, transparent, and accountable governance. Internal control and risk management are strategic pillars in ensuring operational sustainability and institutional reputation,” Prof. Hartono said.

Prof. Hartono highlighted the importance of integrating internal control and risk management to create optimal synergy within the framework of good university governance. He encouraged participants to gain deeper insights into best practices and identify specific challenges UNS faces in implementing governance reforms. Strategic steps were also discussed to align internal control and risk management to enhance university governance.

The FGD featured prominent speakers, including Drs. Fathan Subehi, M.A.P., CIISA., ChFA., Board Member VI of BPK RI. His presentation provided a comprehensive understanding of university governance enhancement, particularly in supervision, internal control, and risk management for UNS as a State University with Legal Entity (PTNBH).

Fathan Subehi highlighted the critical role of the PTNBH Audit Committee, an independent body under MWA, in supervising internal and external audits of non-academic operations. This committee also monitors risks as part of campus internal management efforts, reporting their findings annually to the MWA.

“These tasks align with BPK’s role in auditing, managing, and ensuring accountability of state finances, including financial statement audits, performance audits, and audits with specific objectives,” Fathan Subehi explained.

Another key speaker, Dr. Ir. Gandung Troy Sulistyantoro, M.Sc., Director of the Risk Management Certification Board (BSMR), presented critical recommendations for harmonizing internal control and risk management. His recommendations included aligning the university’s vision and mission with its non-academic objectives; selecting a risk management methodology that aligns with the university’s vision, mission, and goals; providing organizational support for the audit committee to ensure proper functionality; implementing internal control systems under the chosen methodology; and considering Presidential Regulation No. 39 of 2023 on National Development Risk Management (MRPN) as a reference.

This FGD underscores UNS’s commitment to achieving Sustainable Development Goal (SDG) 17 Partnerships for the Goals. By fostering collaboration with relevant stakeholders, UNS aims to achieve its strategic goals, contributing to its institutional development and Indonesia’s broader progress.

I trust that you will carry out your duties to the best of your ability with the responsibility bestowed upon you. May Allah SWT, the Almighty God, be with us,” Prof. Muliaman said during the inauguration.

On behalf of the entire UNS academic community, Prof. Muliaman congratulated Prof. Dr. Hartono, dr., M.Si. on his new role as Rector of UNS for the 2024-2029 term. He expressed his best wishes for Prof. Hartono in fulfilling the mandate from the nation and society to contribute to educating the nation and improving societal welfare through education.

“Quoting the Minister of Education, Culture, Research, and Technology, the Rector is the Ambassador of Merdeka Belajar, Kampus Merdeka. The Rector plays a crucial role in fostering student innovation and ensuring that universities produce intelligent and character-driven individuals,” Prof. Muliaman added.

Prof. Muliaman expressed hope that, under Prof. Dr. Hartono’s leadership over the next five years, UNS will pioneer Good University Governance and become a world-class university excelling in the Tri Dharma of Higher Education: teaching, research, and community service. He emphasized that Good University Governance includes values such as transparency, which upholds honesty in management; fairness, which serves as the foundation of UNS’s administration; accountability, which drives the responsible execution of programs; responsibility, ensuring UNS operates ethically; and collegiality, which emphasizes teamwork in addressing current challenges at UNS.

By embracing Good University Governance, UNS aims to foster innovations and world-class scientific works that support high-quality teaching. Such innovations and scientific contributions, when applied, will serve society and contribute to UNS’s endowment funds. Additionally, UNS aspires to produce graduates with noble character who can advance knowledge to meet the challenges of the times.

During the inauguration, there was also the handover of the end-of-term memorandum from Dr. Chatarina Muliana, S.H., S.E., M.H. to the Chairman of MWA UNS, Prof. Muliaman Darmansyah Hadad, Ph.D., followed by the transfer of the memorandum to the new Rector for the 2024-2029 term.

During the press conference, Chairman of MWA UNS, Prof. Muliaman Darmansyah Hadad, Ph.D., stated that prior to the election, MWA invited all rector candidates to present their vision, mission, and work programs in front of the MWA. Each candidate was given 15 minutes to present, followed by a 20-minute question-and-answer session with the MWA to delve deeper into their vision, mission, and work plans.

“Based on the presentations and in-depth discussions, the MWA unanimously decided to appoint Prof. Dr. Hartono, dr., M.Si. as the new Rector of UNS for the 2024-2029 period,” Prof. Muliaman explained.

According to Article 44, Paragraphs (1), (2), and (3) of MWA Regulation Number 4 of 2024 on the Rules for the Election of the Rector for the 2024-2029 Period, the elected rector must submit a letter of resignation from their current position to the MWA through the Rector Election Committee (PPR) by August 1, 2024. Failure to submit this letter will be considered a withdrawal from the position.

“With Prof. Dr. Hartono, dr., M.Si. appointed as the elected rector, the remaining agenda includes the Inauguration of the Elected Rector on August 8, 2024, which will be broadcast live on the UNS YouTube channel. All members of the UNS community are encouraged to watch the event,” Prof. Muliaman added.

The MWA congratulated Prof. Dr. Hartono, dr., M.Si., on his appointment as the new Rector of UNS for the 2024-2029 period. They expressed their hope that, following his inauguration, he would fulfill his duties with integrity and promptly begin implementing his vision and mission to enhance UNS.

The graduation ceremony was attended by the Chairman, Vice-Chairman, Secretary, and Members of UNS Board of Trustees; Chairman, Secretary, and Members of UNS Academic Senate; Chairman, Secretary, and Members of UNS Board of Professors, University Executive Boards, Faculties, Postgraduate School, and Vocational School UNS.

Vice-Rector for Academic and Student Affairs UNS, Prof. Dr. Ir. Ahmad Yunus, M.S., reported that 585 students graduated with cum laude honor, 34 from Postgraduate School, 13 from FIB, 31 from FISIP, 34 from FH, 24 from FEB, 60 from FK, 50 from FP, 39 from FT, 170 from FKIP, nine from FKOR, 20 from FMIPA, eight from FSRD, and 93 from Vocational School.

In his opening remark, the Rector of UNS, Prof. Jamal Wiwoho, shared the title for each program, Doctor for doctorate program graduates, Master for master program graduates, specialist for Specialist Doctor Program, Bachelor for the undergraduate program, Applied Bachelor for Diploma IV program, and Diploma for Diploma III program. “UNS hoped that your competencies could be used for the nation and state, and (you) could work hard, well, and responsible in upholding the name of our almamater,” the Rector stated.

Prof. Jamal added that the online graduation ceremony started due to the pandemic has become a new tradition for universities. Similarly, with the virtual interaction that people have grown adapted to. Thus, it is expected that the graduates could be adaptive to the current changes. “I am optimistic with the sincerity of our intention; universities will be able to become a home for the growth of nation’s potentials who will master the future Indonesian’s civilization,” Prof. Jamal added. Before concluding his remark, Prof. Jamal also thanked and appreciated the Minister of Manpower (Menaker) of the Republic of Indonesia (RI), Hj. Ida Fauziyah, M.Si., who had motivated the graduates through her speech. The Rector also thanked students’ parents for trusting UNS to educate their children.

Dr. Yusuf Saefudin, as the representative of the students, delivered a speech on how the two years of the pandemic has changed the life of many, including students who were demanded to stay patient during their process, and today the dream was achieved. “We have a new title and new responsibility. This graduation marked our success in completing our studies. Thus, I represent all graduates, thank all parties who have helped us through our journey as students,” he stated.

In her scientific speech, the Menaker RI, Ida Fauziyah, stated that graduation is not the end of the fight but a start of a journey to find life reality and as a step to deliver knowledge that they acquired for the community, nation, and the country. “As the Minister of Manpower, I welcome all the graduates who will enter the job market after this graduation,” Ida Fauziyah stated. Prof. Hasan Fauzi, M.B.A., Ph.D., stated in his opening remark that an external independent audit is performed according to the Governmental Decree (PP) Number 56. The audit is performed before the verified financial report is submitted to the ministries and all related stakeholders.

“We, especially MWA UNS, will appoint an independent auditor, in this case, KAP, to assist in reviewing the accountability of UNS 2021 Financial Report. This audit aims to determine the feasibility of financial management in UNS,” Prof. Hasan stated. Humas UNS

Vice-Chairman MWA, Prof. Hasan Fauzi, M.B.A., Ph.D., C.A., CSRA, stated that the budget components needed for Tower 11 UNS are completed. “Today, as MWA, we handed the approved decision letter to the rector,” Prof. Hasan Fauzi stated.

Prof. Hasan Fauzi hoped that this RKAT could be used as a guideline in conducted activities in UNS to achieve its target. “Work plan is an effort to formulate what needs to be achieved by a firm or organization, in this case, UNS,” he added.

In his remark, the Rector of UNS, Prof. Dr. Jamal Wiwoho, S.H., M.Hum., stated that the RKAT could be revised following the existing situation and condition. This revision might occur on the budget due to additional income generated during the year or unrealized income that was predicted at the beginning of the year.

“Therefore, the government provides broad autonomy for PTNBH. We hope the autonomy on human resources, finance, assets, and others, could be utilized as a responsible autonomy in improving UNS quality,” Prof. Jamal stated. He also mentioned the message from the Director-General of Dikti Ristek, Prof. Nizam, who encouraged UNS to continue improving its quality and administrative process in terms of its output and outcome.

“(Prof. Nizam) appreciated our success in achieving the Key Performance Indicator (IKU) on several occasions. In his speech, UNS was mentioned as a ‘record’ for organizing its four organizations in only 2.5 months, and in league 2, UNS received IKU PTN award in 2020/2021. UNS placed in highest score with 10% with achievement points of 80 and growth point of 774,” he added.

The Chairman of Academic Senate UNS, Prof. Dr. Adi Sulistiyono, S.H., M.H., stated that RKAT 2022 has a significant impact on the opening of Programs outside the main campus (PSDKU) in Jakarta. He also mentioned that this new program is highly needed considering many doctoral students in law science are professionals in Jakarta and that the faculty has good networking with the Indonesian association. “We highly appreciate the RKAT proposal from the Rector; hopefully, this trust could be implemented well,” Prof. Adi stated.

MWA, as one of the organs, has a role in implementing the function that decides, provides consideration for the implementation of general policies, and conducts non-academic supervision. In implementing these processes, MWA held Commission III MWA UNS Workshop on University Non-Academic Supervision and Control Functions. The Chief of MWA Audit Committee for Universitas Diponegoro (Undip), Prof. Drs. Tarmizi Achmad, M.B.A., Ph.D., Ak, was invited as the speaker in the workshop held on Wednesday (3/11/20210) in Hotel Lorin.

In his opening remark, the Chief of Commission III, Prof. Yusep Muslih Purwana, S.T., M.T., Ph.D., explained that the workshop initiates MWA supervisory and monitoring functions on the university governance, planning, monitoring, and evaluation over university’s activities. “This activity is held to learn from Undip how Undip prepared and implemented its functions after becoming PTNBH,” Prof. Yusep stated.

The Vice-Chairman of MWA UNS, Prof. Hasan Fauzi, M.B.A., Ph.D., mentioned that the change in UNS into PTNBH with its short transition period brought great changes in the structural administration and cultural aspects in UNS. During the two-months transition period, MWA was asked to prepare the new organs to ensure the MWA functions could run smoothly.

Prof. Hasan added that MWA function becomes a foreign function because the monitoring function that was previously held by the ministry now falls under the university’s responsibility due to the PTNBH status. These functions include the function to select Rector and creating policies that need to be socialized to UNS academic members to understand the new organs in PTNBH UNS. Humas UNS
