The webinar invited three speakers, Dr. Eko Yulianto, the Head of Geotechnology Research Center BRIN, Dr. Endra Gunawan, S.T., M.Sc from the Faculty of Mining and Petroleum Engineering (FTTM) Institut Teknologi Bandung (ITB), and Prof. Dr. Chatarina Muryani, M.Si as the Chairwoman of Disaster Study Center (PSB) LPPM UNS. The webinar was attended by 400 participants from academics, practitioners, and general people.

In her opening remark, Prof. Dr. Okid Parama Astirin, M.S., as the Chairwoman of LPPM UNS, mentioned PSB UNS’ central role in the development of disaster mitigation with its numerous experts in disaster mitigation studies and geography who contribute through disaster mitigation studies and development. The webinar was opened by Prof. Dr. Kuncoro Diharjo, S.T., M.T., the Vice-Rector for Research and Innovation Affairs UNS, who appreciated PSB UNS for discussing the topic through a webinar. He also emphasized the importance of studies and the development of models and mitigation processes for earthquakes and tsunamis in Indonesia.

“Universitas Sebelas Maret with PSB UNS supported by Bakorlak Tanggap Bencana UNS always ready to take an active role in handling a disaster from its mitigation, development of technology to handle disaster, rescue operation in the disaster areas, and post-disaster handling,” Prof. Kuncoro added.

The webinar proceeded to the first speaker, Dr. Eko Yulianto, who discussed the method used in detecting and studying historical records of disasters, such as tsunamis. Dr. Eko discussed in-depth on paleo-tsunami approach as an interdisciplinary method to map previous tsunami disasters. The second speaker, Dr. Endra Gunawan, S.T., M.Sc., also discussed the use of technology to predict the potential earthquake on the southern coast of Java using the Global Navigation Satellite System (GNSS) and Baseline Change method. GNSS could be used to investigate the potential earthquake magnitude in the southern Java megathrust area.

The third speaker, Prof. Dr. Chatarina Muryani, M.Si., discussed disaster mitigation considering the increasing population in the disaster-prone areas around the southern Java coasts. Prof. Chatarina encourages the government, through BMKG could provide direction for local governments to identify the potential disasters in their area and improve people’s capacity through improving people’s readiness, emergency response management, identifying the effect of community’s vulnerability in reducing disaster risks, and improving people’s participation in their environment. A hydrometeorology disaster is a disaster caused by meteorological parameters such as temperature, precipitation, wind speed, and humidity that have the potential to trigger landslides, flooding, and waterspout disasters, among others. Last year Indonesia observed an increase in the number of hydrometeorology disasters up to eight times from 2005, suggesting a significant increase in hydrometeorology disasters in Indonesia.

Many factors take a role in the increasing number of hydrometeorology disasters, such as climate change and environmental damage that exacerbate the hydrometeorology disasters.

“Landslides and floods are hydrometeorology disasters. It is often occurring especially due to the human activities such as loggings, unperceptive land management of the hillsides and above normal rainfall intensity like we are experiencing now,” Prof. Chatarina explained.

The environmental damage that worsens hydrometeorological disasters could be observed from the increased intensity of flooding in Indonesia. The increasing precipitation combined with the lack of plants absorbing water in the upstream areas turned rainwater into surface water that inundated the downstream areas.

Prof. Chatarina asked the community to be more aware of their surrounding environment by not causing damage and exploiting the natural resources over their capacity. If the community and government are committed to protecting the environment, hydrometeorology disasters could be prevented.

“With the decrease in forests and unstable lands on the hillsides, the potential of landslides increases. The low absorbing ability of lands on the upstream area makes most of the rainwater become surface water and causes floods in the downstream area. It is a natural law, the upstream has landslides, and the downstream has floods. If human does not care about their environment, that is what will happen,” the Professor in Geography Education UNS explained.

People in disaster-prone areas are expected to be ready and follow the government’s instruction through the Board of Meteorology, Climatology, and Geophysics on the information of disaster potential. The government is also expected to provide more extensive socialization on hydrometeorology disaster awareness and mitigation. Humas UNS

The first material for the discussion was delivered by A. Armin Nugroho, S.Hut, M.Eng., from the Regional Disaster Management Agency, Jawa Tengah, as the first speaker.  The second speaker is Anton Subarno, S.Pd., M.Pd., Ph.D., CRA., CRP, from PSB UNS Peer Group. Also attending the event was Soerja Koesuma, S.Si., M.Si., as the moderator of the event.

A. Armin Nugroho, S.Hut., M.Eng., states that Indonesia is a region that is prone to disasters such as earthquakes, tsunami, landslides, and floods. Logistics is one of the aspects that need concern and is one of the most expensive activities to ensure the smooth flow of the logistics system.

According to BNPB Regulation No. 4 of 2018 regarding the implementation of a logistic system in disaster management, logistic activities must follow the 7T rules. The matter must be Right in Type, Right in Quantity, Right in Quality, at the Right Time, has a Right Target, within the Right Cost, and has the Right Reporting. Therefore, to achieve these principles, logistics must optimize coordination and the role of ministerial/institutions, the business sector, community, and other related parties. The implementation must consider the dynamics of community movement during the disaster, which includes the cultural factor, socio-economics, and community. He added that the system must cover the planning stage, procurement, distribution, and elimination.

The Central Java Province has established a logistics cluster regulated under Governor Decree No 367/2 Tahun 2021. The decree is expected to establish well-calculated and coordinated logistics activities.

 “We hope that the establishment of these clusters will encourage special activities within the logistics cluster. For instance, during the event of a massive disaster, the logistics needs can be fulfilled adequately and the mitigation can be managed and coordinated appropriately,” explains Armin Nugroho.

The second speaker, Anton Subarno, S.Pd., M.Pd., Ph.D., CRA., CRP from the PSB UNS Peer Group explains disaster logistic management from an IT point of view. According to him, there are four stages, namely, collecting and preparing assistance. Secondly, detection of the goods. Third, determine the location that needs the assistance. Lastly, determining the location for the victims to receive the assistance.

Anton also mentioned several methods for logistics analysis, such as descriptive-analytic, prescriptive analytic, and predictive analytics, which are based on big data. The methods can be used during the decision-making process. However, the methods are limited in terms of expertise, political, organizational aspect, data, and technology.

As for the e-logistics for goods tracking, this system is useful to know the position of an item, warehouse management, resources preparation, procurement management, transportation cost reduction, and predicting probable challenges.

“The objective of disaster logistic management is to deploy and distribute rescue units, resources, and related equipment. Further, it also aims to re-establish the infrastructure, delivering staple foods, and providing medical support,” Anton Subarno states. Humas UNS
