UNS- The Center for Environmental Research (PPLH) Universitas Sebelas Maret (UNS) Surakarta, held a discussion with the journalist on Wednesday (22\/01\/2020). The discussion aims to provide a reference to the journalists on the issues in the community through a direct discussion with an expert from UNS.
\nOn this occasion, present journalists from various media and members of the PPLH research group who participated in the discussion. The discussion is opened with a remark from Dr. Suryanto, S.E, M.Si., as the Head of PPLH. During his remarks, he mentioned that this event will be held regularly as a means of discussion to discuss emerging issues in the community. It is expected that such discussion can become a reference to the journalists in discussing a topic with an expert from UNS.
\nAlso present were Ir. Tundjung Sutirto Wahadi, M.Sc. as the moderator for the discussion. The first topic to be discussed was \u2018does Environmental Problem and Impact Analysis (AMDAL) still relevant?\u2019 Omnibus Law Draft on Employment Creation by Dr. AL. Sentot Sudarwanto, S.H., M.Hum.
\nDr. Sentot explained on how the Omnibus Law issue is currently emerging and its effect. One by one, potentially ambiguous articles are discussed for further review. Specifically, the discussion in its legal aspect and the impact of the Omnibus Law on the environment will be frequently discussed in the future.
\nRegulation No 32 of 2009 on the Protection and Management of the Environment (UUPPLH) is considered adequate and comprehensive enough. However, it has not been implemented properly until today. Substantially, the Omnibus Law on Employment Creation aims to align 82 regulations and 1,194 clauses that cover 11 clusters.
\n\u201cThere are three clusters that related to the environment, namely business licensing, land acquisition, and ease of government project,\u201d Dr. Sentot explained.
\nFurther, Dr. Suryanto provides an environmental economics point of view. Therefore, he suggests that in order to resolve the access to the Draft of Employment Creation Law, a Government Regulation regarding risk determination could be established. The risk categorization should cover the environmental crisis potentially caused by investment. Not only from the expert point of view, but this discussion also involving other perspectives from the journalists. Several journalists expressed their opinion regarding the ineffectiveness of the regulation implementation by related actors.
\nRegarding this matter, the participants agreed that re-assessment is needed for some clauses in Omnibus Law. Moreover, monitoring toward the implementation needs to get improved especially at the regional level by increasing the quantity and quality of the human resource with environmental expertise.
