Apt<\/span><\/strong><\/p>\n<p style=\"text-align: left\"><strong><span style=\"font-size: 10pt\">Lecturer of The Vocational School of Universitas Sebelas Maret (UNS) Surakarta<\/span><\/strong><\/p>\n<p style=\"text-align: justify\">\n<p style=\"text-align: justify\">At the current time, Indonesia is facing the outbreak of COVID-19, which has been declared as a pandemic by the World Health Organization (WHO). Reporting from the https:\/\/www.covid19.go.id\/ website the total COVID-19 case in Indonesia has reached more than 1,500 people. However, this figure is predicted to continue to mount-up, considering the distribution map of the COVID-19 outbreak in Indonesia keeps widening. This condition creates anxiety among the public, especially in the regions with active COVID-19 infection cases.<\/p>\n<p style=\"text-align: justify\">The fast spread of COVID-19 cases and massive coverage on the matter by the media across the world, has made the public become more vigilant. Amid this condition, the public immediately makes protective efforts or prevention using hand sanitizer. Hand sanitizer is a type of antiseptic liquid that generally contain alcohol. The health organization (WHO) has released a guideline in the production of hand sanitizer, which consists of 96% alcohol or isopropyl alcohol 99.8%, glycerol 98%, Hydrogen peroxide 3% and distilled water.<\/p>\n<p style=\"text-align: justify\">Prior to the COVID-19 case, alcohol-based hand sanitizer is commonly used in medical facilities such as hospitals and clinics. The use of hand sanitizer in a hospital is a Standard Operating Procedures (SOP) to avoid cross-infection among the patients, medical staff, and visitors (patient\u2019s family). However, due to the recent case of COVID-19, all part of the society is urged to use hand sanitizer wherever they are especially in public facilities. With a high quantity usage, the demand for hand sanitizer is increasing rapidly. There are not many pharmaceutical companies that produce hand sanitizer in Indonesia, which leads to a scarcity in hand sanitizer supply due to the enormous demand. This condition provides an opportunity for certain people to gain a huge profit. The law on supply and demand comes into force, where there is a need there will be a demand. When the demand is high then the price will likely rise higher compared to the original price.<\/p>\n<p style=\"text-align: justify\">Due to the scarcity in the registered hand sanitizer products, the public takes initiative to produce its own sanitizer. This opportunity is taken after they discovered the hand sanitizer production process and its formula. Moreover, the formula can be easily obtained from the internet, in fact, the BPOM RI (institutions in Indonesia which are tasked with overseeing the distribution of medicines and food in Indonesia) has released the formula based on the formula released by the WHO. This condition becomes a dilemma for pharmaceutical companies with an official permit, on the other hand, the government expected that with the release of the formula, then the public will be able to produce their own hand sanitizer and use it for their personal use anytime. With the main ingredients that can be easily obtained and the practical production process, the public is interested to start their production.<\/p>\n<p style=\"text-align: justify\">However, out of expectation, the hand sanitizer produced by the public is currently publicly traded. A huge demand has attracted a certain part of the community to take this as a business opportunity. This has resulted in the scarcity of raw material\/ingredients. Because of this homemade hand sanitizer, new hand sanitizer products popped-out especially in the online market. Raw material and high demand become the main factor that drives the price of hand sanitizer soaring out of control. Further scarcity, especially for 96% alcohol follows, as it is used as the main ingredient in hand sanitizer production. Other scarcities happen for packaging material, especially spraying bottle. The alcohol scarcity also affects the hospital and clinic. Many hospitals are complaining about the alcohol scarcity, which usually is needed as antiseptic during surgery or other treatments.<\/p>\n<p style=\"text-align: justify\">As a response to this condition, educational activity for the public, especially regarding the use of hand sanitizer, is needed. Hand sanitizer that was produced using unstandardized ingredients will affect the effectiveness of the product as an antiseptic liquid. Therefore, using an ineffective antiseptic will be pointless. There are many causes that can make a hand sanitizer product become ineffective antiseptic, among others are the initial alcohol content is less than 60% during the production process, the storage of hand sanitizer under high temperature, which makes the alcohol evaporates quickly especially if it is packed in a non-airtight bottle, as well as excessive dilution for a liquid hand sanitizer that decreasing its active ingredients content.<\/p>\n<p style=\"text-align: justify\">Those conditions are probable considering the difficulty to find the basic ingredients to produce hand sanitizer. Home-made hand sanitizer products do not pass a quality control stage for its ingredients, process, and final products; thus, the quality of the product is questionable.<\/p>\n<p style=\"text-align: justify\">Therefore, products from officially listed companies can be the main option for the public, as it is certain that the product is produced through the applicable standard set by BPOM RI. The government should take action to overcome the ingredients scarcity and setting a priority scale to make it easier for hospitals, industry, and other medical facilities to obtain the basic ingredients of hand sanitizer. Monitoring on the price of hand sanitizer from the industrial party can be implemented to make it cheaper and easier for the public to obtain the product.\u00a0<strong>(*)<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>By: Heru Sasongko, M.Sc.
