<p class="wp-block-paragraph"><strong><a href="https://uns.ac.id/en/">UNS</a> &#8211; </strong>UNS &#8211; Universitas Sebelas Maret (UNS) Surakarta has officially enacted Rector’s Regulation Number 7 of 2025 on the Prevention and Handling of Violence. The university launched the regulation during a national seminar titled <em>&#8220;Strengthening Higher Education Governance Towards an Inclusive and Equal Campus Free from Violence.&#8221;</em> The seminar took place at the Indraprastha Ballroom, UNS Inn, on Thursday (8/5/2025).</p>



<p class="wp-block-paragraph">The regulation is effective as of April 21, 2025. It follows the issuance of Regulation of the Minister of Education, Culture, Research, and Technology (Permendiktisaintek) Number 55 of 2024. It concerns the Prevention and Handling of Violence in Higher Education Institutions. UNS Rector, Prof. Dr. Hartono, dr., M.Si., emphasized the university’s strong commitment. The regulation reflects this commitment to fostering a safe, inclusive, and equitable academic environment free from violence. The policy specifically addresses the Prevention and Handling of Violence in Higher Education (PPKPT).</p>



<p class="wp-block-paragraph"><strong>Regulation Details and Scope</strong></p>



<p class="wp-block-paragraph">“UNS has updated the rector’s regulation to reinforce protection for all campus members. This includes protection from various forms of violence—physical, psychological, sexual, and gender-based. This initiative ensures that the handling procedures are fair, victim-centered, and guarantee a safe academic atmosphere,” Prof. Hartono stated.</p>



<p class="wp-block-paragraph">The regulation includes 13 chapters and 87 articles. These outline the general provisions, objectives, principles, and targets for implementing violence prevention and handling at UNS. It also defines the types of violence, prevention strategies, handling mechanisms, and administrative sanctions.</p>



<p class="wp-block-paragraph">This regulation covers various forms of violence. These include physical and psychological violence, bullying, sexual harassment, discrimination, intolerance, and policies with violent elements. Prevention and handling measures will focus on governance strengthening and education. The university will also provide safe, comfortable, and accessible facilities for all campus members.</p>

<p class="wp-block-paragraph"><strong>Task Force and Reporting Mechanisms</strong></p>



<p class="wp-block-paragraph">To support this initiative, UNS established a Task Force for the Prevention and Handling of Violence (PPK Task Force). It operates directly under the Rector. The Task Force is responsible for preventive efforts, receiving and investigating reports, and recommending follow-up actions. Members of the PPK Task Force include lecturers, educational staff, and students. At least two-thirds of the members are women, and one-third are students.</p>



<p class="wp-block-paragraph">“UNS recognizes the crucial role of the PPK Task Force as the frontline in protecting victims of violence on campus. Therefore, the university fully commits to strengthening its capacity and sustainability in terms of institutional support, resources, and policy frameworks. We demonstrate our commitment by positioning the Task Force under the direct supervision of the Rector. This ensures effective and efficient operations,” Prof. Hartono added.</p>



<p class="wp-block-paragraph">The regulation details the handling process. Reporting mechanisms are available through various channels. These include telephone, email, and QR codes on the Task Force’s official social media accounts.</p>



<p class="wp-block-paragraph">Once someone receives a report, they must begin follow-up actions within three working days. The team must complete the case review and planning phase within seven working days. The team will allocate 30 working days for the investigation stage. Afterward, the Task Force will formulate conclusions and recommendations within seven working days. The Rector must then act on the recommendations within five working days.</p>



<p class="wp-block-paragraph"><strong>Commitment to Non-Discrimination and Fairness</strong></p>



<p class="wp-block-paragraph">UNS firmly commits to upholding the principles of non-discrimination and gender justice. The university prioritizes victims’ best interests and ensures continuity in students’ education while handling all violence cases. The university strictly prohibits all forms of violence on campus. The university upholds fairness, equality, accountability, and sustainable education as its core values in managing such cases.</p>



<p class="wp-block-paragraph">The regulation outlines three levels of administrative sanctions: minor, moderate, and severe. Minor sanctions include written warnings and formal apologies. Moderate sanctions for faculty or staff may involve demotion for 12 months. Meanwhile, students may face academic suspension, scholarship revocation, or restriction of certain rights. Severe sanctions include permanent dismissal for faculty, staff, or students, and termination of partnerships for UNS affiliates.</p>



<p class="wp-block-paragraph">With this regulation in place, UNS aims to set a leading example. The university strives to build an inclusive, equitable, and violence-free campus culture in Indonesia. <p class="wp-block-paragraph"><strong><a href="https://uns.ac.id/en/">UNS</a></strong> &#8212; <a href="https://fisip.uns.ac.id/">Faculty of Social and Political Sciences</a> (FISIP) Universitas Sebelas Maret (UNS) Surakarta responded toward sexual violence issues in the campus seriously. As the initial stage of prevention, FISIP UNS conducted a discussion to match the views regarding sexual violence prevention and handling on the campus.</p>



<p class="wp-block-paragraph">The discussion was held in Building 1 Hall FISIP UNS, Thursday (27/1/2022), and was attended by UNS Taskforce for Sexual Violence Prevention and all related parties. The Dean of FISIP UNS, Prof. Dr. Ismi Dwi Astuti Nurhaeni, M.Si., stated that FISIP wants to learn further on the steps to prevent and manage sexual violence on the campus, considering they have little to no experience in handling such phenomenon.</p>



<p class="wp-block-paragraph">“This forum was held because the university has little experience to specifically handle complaints regarding sexual violence. Therefore, today I invited by fellows who currently take care of sexual violence prevention and management,” Prof. Ismi stated.</p>



<p class="wp-block-paragraph">FISIP UNS effort is a follow-up for Permendikbudristek No. 30 of 2021 regarding Prevention and Management of Sexual Violence in Higher Education (Permendikbudristek PPKS) that provides a legal basis for handling sexual violence cases in higher education institutions, which previously had no specific legal basis. The regulation was issued following the numbers of sexual violence that occurred in the institutions. According to the survey conducted by the Directorate General of Higher Education, Research, and Technology (Ditjen Diktiristek) 2020, 77% of faculty members revealed that sexual violence occurred on the campus, but only 66% reported the cases to the campus officials.</p>



<p class="wp-block-paragraph">“Sexual violence is a tip of an iceberg, those who report are a few, but the real cases could be far greater,” Prof. Ismi added.</p>



<p class="wp-block-paragraph">The discussion invited the Chief of Life Quality and Women’s Protection, Office of Women’s Empowerment, Child Protection and Population Control and Family Planning (DP3AP2KB) of Central Java Province, Dra. Sri Dewi Indrajati, MM. The three-hour discussion also invited the Chief of Women and Children Protection Unit (PPA) of Surakarta Police Office (Polresta), Ipda Dian Wulandari.</p>

<p class="wp-block-paragraph"><strong>UNS</strong> &#8212; Wedangan Alumni Association Universitas Sebelas Maret (IKA UNS) Seri 89 returned with a hot topic on ‘Zero Tolerance for Sexual Violence’ in an online discussion to celebrate Mother’s Day on Wednesday (22/12/21).</p>



<p class="wp-block-paragraph">The sexual violence issue received a significant highlight recently. The National Commission (Komnas) for Women data recorded that in 2021 there was a decrease of sexual violence in Indonesia, but still considerably high, occurring both in the community and in the campus environment. Wedangan IKA UNS Seri 89 was concerned with the report and invited five speakers to discuss the issue: Prof. Dr. Ismi Dwi Astuti N, M.Si., Dr. Eva Agustinawati, S.Sos., M.Si., Dr. Agus Riewanto, S.H., C.L.A., Ravika Nur Kusumawati, S.Psi., M.A., and Siti Dariyatini, S.Sos., M.M., who come from UNS academic member and Surakarta City Board.</p>



<p class="wp-block-paragraph">The discussion was opened with a remark from Vice-Rector for Academic and Student Affairs UNS, Prof. Ahmad Yunus, who shared that UNS has established a team to prevent sexual violence on the campus. The team consists of students and several faculty members in UNS under the coordination of the Vice-Rector for Management and Human Resources Affairs. “Hopefully, this team could follow up any sexual violence that occurs on the campus and make UNS a campus that frees from sexual violence,” Prof. Yunus stated. Prof. Yunus also mentioned that UNS also has a prevention and evaluation team and has declared its campus as an anti-violence campus.</p>



<p class="wp-block-paragraph">The Ministry of Education, Culture, Research, and Technology (Kemendikbudristek) has also issued Minister of Education, Culture, Research, and Technology Decree (Permendikbudristek) No. 30 of 2021 regarding the Prevention and Handling of Sexual Violence in Higher Education as a follow up for the rampant sexual cases that occurred at the university. Prof. Ismi, the expert of gender UNS and the Dean of <a>Faculty of Social and Political Sciences</a> (FISIP) UNS, stated that Permendikbudristek No. 30 of 2021 could provide a legal basis for punishing sexual violence that occurs on the campus and building awareness on sexual violence.</p>



<p class="wp-block-paragraph">“It provides legal basis because not everyone has the ability to support the victim, and oftentimes, sexual violence is considered to be something usual to be experienced by women,” Prof. Ismi stated.</p>



<p class="wp-block-paragraph">The Chief of Population and Gender Research Study Center (PPKG) Institute for Research and Community Services (LPPM) UNS, Dr. Eva Agustinawati, S.Sos., M.Si, emphasized that eliminating sexual violence cannot be done by one party. Collaboration among various parties is needed to solve sexual violence cases. Legal assistance, education on prevention is all needed, and UNS has provided socialization on sexual violence and gender and power relations. “Because sexual violence is based on gender and power relations, we need to build a system that could run the campus,” Dr. Eva added. She also added that in the future, PPKG wants to collaborate with UNS Hospital and Technical Unit for Women and Children Integrated Services Unit (UPT PTPA) Surakarta in assisting sexual violence victims.</p>



<p class="wp-block-paragraph">“Most importantly are students. Students are the vanguard in preventing and handling these cases. We want to create a safe and comfortable campus,” Dr. Eva concluded.</p>



<p class="wp-block-paragraph">Currently, PPKG LPPM UNS has initiated collaboration with Dr. Agus Riewanto, S.H., C.L.A., as the Director of Institute for Legal Consulting and Assistance (LKBH) Faculty of Law (FH) UNS and Ravika Nur Kusumawati, S.Psi., M.A., as a psychologist. <strong>Humas UNS</strong></p>
