UNS — Master Program in Management Faculty of Economics and Business (FEB) Universitas Sebelas Maret (UNS) Surakarta held a general lecture on Re-Programming Dukcapil (part 2) on Saturday (12/6/2021). The general lecture was held online through the Zoom Cloud Meeting and live-streamed on the MM UNS YouTube channel.

This general lecture was the MM FEB UNS program to provide an insight for students by inviting practitioners. This event is expected to provide students with knowledge of the practical world issues, both in private business and governmental. The first series of the general lecture was held on 10 April 2021. In the General Lecture Re-Programming Dukcapil (part 2), the speaker was Prof. Dr. Zudan Arif Fakrulloh, S. H., M. H, the Director-General of Population and Civil Registration (Dukcapil) Kemendagri, and the Head of Korpri. The event was held through the Zoom Cloud Meeting and was attended by the Head of MM FEB UNS, Retno Tanding Suryandari, Ph.D., MM FEB UNS faculty members, and MM FEB UNS students

In her opening remark, Retno Tanding, Ph.D. mentioned that the topic of the general lecture is vital as UNS is implementing a bureaucracy reform. She also added that the general lecture is a window to observe the internal transformation in the Directorate Dukcapil. Through this window, participants could learn about the transformation in an organization and how to manage such transformation and use it to improve the organization. “As we can see, there are many services provided by Dukcapil now,” she stated before opening the General Lecture Series 2. Dr. Intan Novela Q.A., led the event as a moderator.

Re-Programming and Organization Branding, Dirjen Dukcapil, “Understand Your Field and Organization!”

In his Re-programming Dukcapil materials, Prof. Zudan stated that each person needs to understand the fields and organization they joined. Understanding the field of expertise will bring an organization in a better direction. Therefore, it is vital to understand the roles and duties, map of issues, area of expertise, resources, and public perception. Organization members who understand their roles and duties will map the issues to be solved better. Prof. Zudan explained that Dukcapil role and duty is to provide identity for all Indonesian people and foreign people. To fulfill their role, Dukcapil faced a challenge that the population is dynamic. For example, currently, the institution needs to expand its operation to provide ID Numbers for Indonesian people born abroad. This kind of dynamic demands Dukcapil to adjust its strategic management

Dukcapil employees are also demanded to maintain a database of 271 million people. Thus, they need to work harder to make sure that civil registration services will be continuously available. Prof. Zudan shared another challenge faced by Dukcapil regarding the lack of instruments to monitor the non-permanent population. The non-permanent population is people who live in areas that do not match their ID Card or family records, such as university students and migrant workers. However, Prof. Zudan considers that every issue faced by his institution is a step to bring Dukcapil into a higher position through its innovation.

The innovation introduced to solve this issue is creating a portal to monitor non-permanent citizens. Through better monitoring, Dukcapil could provide accurate data for the government to implement development, risk mitigation, and migration, especially regarding transportation during Eid.

“This is a part of strategic management when we view the issues,” he explained.

Prof. Zudan also mentioned that the biggest task of Dukcapil is to make Indonesian people delighted during the civil registration process. Excellent service is a never-ending duty and a vision of Dukcapil. Dukcapil always performs improvements in human resources and system to improve services and public perception to achieve this vision. Humas UNS
