UNS — Democracy and National Resilience Study Center (Pusdemtanas) Institute of Research and Community Service (LPPM) Universitas Sebelas Maret (UNS) Surakarta held community services by assisting the Local Government of Nganjuk District in preparing Organizational Structure and Work Procedures (Struktur Organisasi dan Tata Kerja – SOTK) on Tuesday (4/8/2020) in Nganjuk Government Anjuk Ladang Room.
The community service on “Technical Assistance for the Preparation of SOTK based on Permendagri Number 90 of 2019 concerning the Classification, Codification, and Nomenclature of Regional Development and Finance in Nganjuk District” led directly by the Chief of Pusdemtanas LPPM UNS, Dr. Sunny Ummul Firdaus, accompanied by Dr. Waluyo and Gayatri Dyah Suprobowati, SH., M.H. In the event that runs for 3.5 hours, Dr. Sunny opened the Focus Group Discussion (FGD) by discussing the evaluation of SOTK from the regional government.
“Based on the Presidential Decree Number 81 of 2010 concerning the Grand Design of Bureaucracy Reform 2010-2025, the areas of change in the bureaucratic reforms cover the organizational, governance, laws and regulations, human resources, supervision, accountability, public services, mindset, and work culture,” Dr. Sunny stated.
Dr. Sunny who is an expert in Constitutional Law (HTN) Faculty of Law (FH) UNS explained the tools used in SOTK assessments. First, the formulation of objective in each unit and sub-units which must be in line with the organization’s objectives. The objectives can be formulated based on the prevailing regulations and the vision and missions of the district government. Second, the philosophical departmentalization of the formation of an institution or Regional Apparatus Work Unit (SKPD) as the basic principle of forming an institution is the same function that is united in one SKPD. Third, work distribution as an effort to categorize duties and activities according to the specialization principles. If the principle is not met, there will be similarities of duties in an organizational unit. Fourth, the chain of command or the clarity of command through a hierarchical system. Fifth, the span of control or leader’s ability to perform effective coordination which is closely related to the number of subordinates who report to one leader. Humas UNS
