UNS – Approaching the end of 2023, Prof. Dr. Jamal Wiwoho, S.H., M.Hum., the Rector of Universitas Sebelas Maret (UNS) Surakarta, inaugurated and administered the Oath of Office to the Heads of Bureaus, Coordinators, Sub-coordinators, and Section Heads within UNS. The inauguration and oath of office took place in the ballroom of the Ki Hadjar Dewantara Building, UNS Tower, on Thursday (28/12/2023).
In his remarks, Prof. Jamal stated that since 2020, the government has been following President Joko Widodo’s directive regarding bureaucratic simplification by eliminating echelons III and IV. The implication of this policy is a change in the organizational management process from the previous structural basis to a functional one. Bureaucratic simplification is expected to result in a dynamic bureaucracy, agile organizational design, a focus on functional work, acceleration of work systems, optimal performance, and professionalism among civil servants.
“The functional officials currently serving as Heads of Bureaus, Coordinators, and Sub-coordinators at UNS are those who hold positions with additional duties after fulfilling all specified requirements. This is similar to the Rector, Vice Rector, Chairman of the Academic Senate, Chairman of the Professor Council, Deans, and Heads of Institutes, who also hold additional duties alongside their main duties as functional lecturers. Thus, if the additional duties come to an end and are not extended, the person concerned automatically returns to their functional position,” Prof. Jamal explained.
The position syndrome seems to be a syndrome experienced by many. Because changes in personnel management cannot be fully and correctly understood immediately by every employee, especially those who have previously served in structural positions. “Therefore, on this auspicious occasion, I want to reiterate that all additional duty positions are not permanent. Embrace the principle of ‘management willingly letting go.’ Do not forget that the functional position you currently hold must continue to be upgraded in terms of rank and position. Do not get too comfortable and be complacent, enjoying the additional duties,” Prof. Jamal advised.
Prof. Jamal congratulated the 76 officials who were just inaugurated. “Show your dedication and loyalty to the progress of UNS. Be a leader who sincerely nurtures and does not get trapped in momentary pragmatic interests, but thinks openly for long-term and strategic interests,” he added. HUMAS UNS
