UNS — Faculty of Economics and Business (FEB) Universitas Sebelas Maret (UNS) Surakarta held “Workshop on Improving Public Services through the Implementation of Regional Public Service Agency Financial Management Setting (PPK-BLUD)” on 8 – 9 April 2021 in Solo Paragon Hotel. The workshop was attended by 63 participants from public and private hospitals, and community health centers (Puskesmas) from various regions in Indonesia.
PPK-BULD is a financial management setting that provides flexibility for institutions to implement healthy business practices in improving their services to the community. The Dean of FEB UNS, Prof. Drs. Djoko Suhardjanto, M.Com.(Hons). Ph.D., Ak., stated that many agency units at the local government currently want to implement PPK-BULD but have no sufficient knowledge of this system. On the other hand, institutions often experienced anxiety to implement flexibility in the budgeting process. For example, in determining budgeting threshold, shifting budget, do not detail budget based on object descriptions, using a complex mechanism in goods and services procurement, and anxiety in hiring non-public servant (non-ASN) employees.
“Therefore, we hope that his event can provide further knowledge. Especially for performance improvement and healthcare services at hospital and Puskesmas,” Prof. Djoko stated.
Prof. Djoko added that the issuance of Minister of Home Affairs Decree (Permendagri) Number 79 of 2018 as an amendment for Permendagri Number 61 of 2007 is an effort to improve BLUD performance in terms of management services, budget planning, and implementation, and reporting and accountability. This workshop focuses on Permendagri Number 79 of 2018 Article 31, which mentioned that BLUD implementation is mainly focused on healthcare services, such as Local Public Hospitals (RSUD), Puskesmas, and Community Healthcare (Balkesmas). The example of challenges faced by Puskesmas in its services is financial management, provision of facilities and infrastructures, and Human Resources.
“This Permendagri changed management paradigm from static into flexible, and from bureaucratic into freer. Therefore, BLUD has a basic concept of flexibility in financial management. Independent financial management will improve services and budget efficiency,” Prof. Djoko revealed.
