UNS – Pancasila Implementation Study Center (PSPP) Institute of Research and Community Services (LPPM) Universitas Sebelas Maret (UNS) Surakarta held a webinar “Pancasila in State Administration” on Tuesday (1/6/2021) through the Zoom Cloud Meeting. PSPP UNS invited two keynote speakers, Zulfikar Arse Sadikin, S. IP, M. Si (Member of DPR RI Commission II Golkar Party Faction), and Prof. Leo Agung (Chief of PSPP UNS).
Vice-Rector for Research and Innovation Affairs (Risnov) UNS, Prof. Kuncoro Diharjo, opened the webinar. In his opening remark, he highlighted the importance of good governance in applying all values in Pancasila. Prof. Kuncoro stated that a country’s responsibility should have a form. “A country that has administrative authority, economic authority, and political authority to manage all social issues in a country must provide a sense of justice for all citizens,” Prof. Kuncoro added.
As the first speaker, Zulfikar Arse Sadikin discussed Pancasila values that have not been fully implemented in daily life. He thinks this condition is the result of a leadership crisis from the government officials. “In reality (we) do not feel that Pancasila is implemented. It is limited political rhetoric and verbal services,” Zulfikar Arse Sadikin stated. Therefore, he emphasized the importance of implementing Pancasila in daily life and that it is the final and best choice for Indonesia. He added that if the condition continues, it will place Pancasila in a questionable position.
“The thought on Pancasila actualization and implementation should develop dynamically following the current development,” he emphasized.
Zulfikar Arse Sadikin added that to implement Pancasila in Indonesians’ daily life, “Pancasila radicalization is needed”. This step means returning Pancasila as the country’s ideology and developing Pancasila as knowledge. Substantial efforts are needed to build consistency between Pancasila, legal products, coherence between the points, and correspondence with the social reality. Pancasila, which initially serves the state’s interest, should be shifted into Pancasila that serves the horizontal interest (the people).
Adding to the material from Zulfikar Arse Sadikin, Prof. Leo Agung observed the ups and downs of Pancasila’s role in the education field. He encouraged the implementation of Pancasila in the curriculum and courses in all levels of education, starting from pre-school, elementary school, junior high school, senior high school, vocational high school, and higher education. “In the academic perspective, Pancasila is commemorated on 1 June to mark the formulation of Pancasila by Soekarno in BPUPKI meeting on 1 June 1945,” Prof. Leo stated. This formulation is the draft of the state principle, the basic values, which is designated as the National Principle in the PPKI meeting on 18 August 1945.
Prof. Leo Agung added that Pancasila as the state philosophy (philosofische gronslag) should be implemented to manage the government and state administration. Humas UNS
