UNS – The Chair of The Council of Rector of Indonesian State University (CRISU) who is also the Rector of Universitas Sebelas Maret (UNS) Surakarta, Prof. Jamal Wiwoho, is concerned with the low number of Private University (Perguruan Tinggi Swasta – PTS) in Indonesia that has not reached the A accreditation.
In the “Kampus Merdeka” (Independent Campus) discussion with Prof. Ade Saptomo, Friday (10/7/2020) through UNS YouTube channel, Prof. Jamal stated that from tens of thousands of PTS registered, only 30s PTS are accredited A.
As the Chief of CRISU, Prof. Jamal shared his experience in Public University (PTN) governance. PTN can be classified into three categories, namely PTN Satuan Kerja– Satker (work unit), PTN Badan Layanan Umum – BLU (Public Service Agency), and PTN Berbadan Hukum – BH (incorporated). Prof. Jamal explained that in each type of PTN, the university has different autonomy and flexibility. For example, PTN-BLU has flexibility in terms of assets and Human Resource management, while PTN-BH which has a higher position, has wider autonomy and flexibility.
“The government considers the discretions provided for PTN-BH is an autonomy, in terms of science, opening a program without a permit from the government, or to hire teachers, all are allowed to be done by the university (in this criteria). The goal is to encourage universities to enter the best 500 global universities,” he added.
Concerning the “Kampus Merdeka” policy, Prof. Jamal stated that CRISU provides great help in realizing the policy. CRISU has facilitated coordination between PTN rectors, for example, a partnership between UNS and Universitas Andalas signed on 11 June 2020 which covers the collaboration in managing the education, research, and community service, as well as the development and improvement of Human Resources. University collaboration, according to Prof. Jamal, will support the “Kampus Merdeka” (Independent Campus) and “Merdeka Belajar” (Independent Learning) policies which open opportunities for students across study programs/faculties/colleges to study different study programs/faculties/colleges.
“In welcoming the ‘Kampus Merdeka’ idea, it is about how the head of each university from the dean level design partnership both with PTN and PTS, and how PTN work together with foreign universities to realize this,” Prof. Jamal continued.
In this matter, Prof. Jamal gave an example of the partnership between CRISU with the Education and Culture Attaché of the Indonesian Embassy in Washington D.C, the United States and the International Association of Indonesian Scientists (I-4). Humas UNS
