The Chief of UNS Pusdemtanas Offers a Formula for Streamlining State Institutions

UNS – The Chief of Democracy and National Resilience Study Center (Pusdemtanas) the Institute for Research and Community Engagement (LPPM) Universitas Sebelas Maret (UNS) Surakarta, Dr. Sunny Ummul Firdaus, offers a formula for streamlining the state institutions if the President Joko Widodo actually takes the measures.

The first formula is by considering the initial objective of the establishment of a State Institution. She states that it is important for State institutions to not overlap with other institution. Second, the concept of relationships between state institutions and society, state institutions and government, and among the state institutions must be clarified. Third, the functionality of the institution must be considered. This is important to ensure that during the course of a state institution its parameter can be known, whether it can be considered useful or not.

Moreover, Dr. Sunny claims that State Institution streamlining must fulfill several aspects, in terms of juridical, historical, and empirical aspects. Those aspects must be implemented to measure whether a State Institution established has met transparency, efficiency, and performance improvement.

“Why does a State Institution established is rather considered spending the State’s budget and is inefficient? It needs to be reviewed from the philosophical, juridical, and empirical grounds. It is not easy to establish (red: an institution) and to streamline,” Dr. Sunny explains.

During the Legal Society Forum National Webinar entitled “Observing the Streamlining of Institutions and State Conditions Amid the Covid-19 Pandemic”, Sunday (19/7/2020), Dr. Sunny suspected that the streamlining of state institutions was deliberately carried out by President Jokowi on the basis of the efficiency of the state budget.

She further deducts that after the State Institutions are streamlined, the budget allocation, which initially belongs to the institutions, will be allocated for Covid-19 pandemic handling in Indonesia. In front of the webinar participants, Dr. Sunny explains that the establishment of a State Institution must be viewed from its conceptual objective, namely, to implement State’s and governmental function.

Dr. Sunny as an expert in Constitutional Law reminds the government regarding the importance of the actual governmental process to accelerate the realization of a country’s main objectives. With the actual governmental process, unity and continuity among state institutions can be seen.

“The actual governmental process in the institutions must form a unity where each institution is interconnected in order to carry out the State’s function. For me, streamlining State Institution is not difficult as long as it is limited to the institution established by the President,” Dr. Sunny adds. Humas UNS
