UNS – A Focus Group Discussion (FGD) was conducted by a Research Group from the Universitas Sebelas Maret (UNS) Surakarta together with the Regional Government in Surakarta, discussing the Implementation of Smart Mobility. This FGD is part of a research conducted by E-Government Research Group Chaired by Dr. Kristina Setyowati. The agenda was carried out on Thursday (23/7/2020) in Pose In Hotel Solo while implementing health protocols. 

Attending the agenda, representative from Surakarta Government in Transportation Agency (Dishub) and Surakarta City Planning, Research and Development Agency (Bappeda). There are four strategies obtained from the research result in the first year related to Strategic Planning in Implementing Smart Mobility in Surakarta City. The four strategies are (1) establishing cooperation with stakeholders in developing the Smart City master plan, especially smart mobility and the agency’s strategic plan, (2) the implementation of e-Gov in the application of Intelligent Transport System (ITS) and the development of Information Technology (IT), (3) develop integration between the modes of transportation by developing the Rapid Transit Bus (BRT) corridor with the Batik Solo Trans (BST) fleet route and existing feeders, and (4) synchronization and cooperation with the central and provincial governments and stakeholders. 

The Head of Dishub Surakarta, Hari Prihatno explains that the strategy to implement smart mobility is carried out through synchronization with the central and provincial governments. This year, the collaboration with the central government is implemented in the form of the addition to the fleet in Corridor 3 and Corridor 4 bus, as well as the feeder fleet. “Economic Transportation Program Easy, Reliable, and Convenient or abbreviated as ‘Teman Bus’ is offered as a development program for road-based public transport that uses quite sophisticated telematics technology,” Hari said. 

Dr. Kristina adds that Teman Bus is equipped with CCTV and driver alarm sensors. “It also has a mobile application, departure route information that makes it easy for passengers,” explain Dr. Kristina. 

Meanwhile, the Head of Research and Development Bappeda, Ir. Zubaidi Hadi Suprapto, M.M., states that the smart mobility system is good enough to take digital management form. In addition, smart mobility is not only on public transportation, but also shown by the percentage of the road network with a favorable condition, the percentage of bridge lengths with a good condition, the percentage of the length of the road that has appropriate drainage, and the operational percentage of the BST corridor that is served. “Basically, the transportation study is developing. The prioritized group is the disabled, non-motorized (pedestrians and cyclists), public transportation, then private vehicles. However, this priority has not been captured as a work program,” Zubaidi revealed. 

Lack of community participation in the development of public transportation become one of the points of conclusions in the discussion. One of the causes is the lack of socialization and marketing done by the city government. Public transportation is only provided without being introduced properly and consistently to the community. This is where higher education institutions can take role in providing advice, development, and participation in introducing people to the use of mass transportation. HUMAS UNS
