UNS — The Research Group (RG) Local Government Faculty of Social and Political Sciences (FISIP) Universitas Sebelas Maret (UNS) Surakarta conducted community services program in Kuwiran Village, Banyudono, Boyolali, Monday (12/10/2020). This program was held online in the form of training for the formulation of communicative and accountable village planning.
Under the leadership of Dr. Didik G. Suharto and Dr. Rutiana Dwi Wahyunengseh and Drs. Wahyu Nurhardjadmo, M.Si. as members, this program aims to improve the comprehension and skills of village government concerning the problem being intervened. Therefore, they can prepare an accountable and participative Village Government Work Plan (Rencana Kerja Pemerintah Desa – RKPDesa) according to the village needs during the Covid-19 pandemic.
“This training tries to assist (the village government) to explore the village’s needs concerning budgeting, especially in preventing Covid-19 in the village. Villages are encouraged to be sensitive on the needs of Covid-19 handling and prevention based on community participation,” Dr. Didik conveyed to uns.ac.id team on Tuesday (20/10/2020).
Dr. Didik added that a good village planning process based on the belief to support the success of village development. The process to plan, implement, and evaluate village development activities is a form of village autonomy. Budget planning is a vital process for public sector organization, including village government (Pemdes). In the Covid-19 pandemic, Pemdes budget becomes a strategic post. Pemdes through its budgeting policy is expected to take a role in Covid-19 handling in their village. The President of Indonesia explained that Covid-19 handling using village fund can be conducted through two ways, providing social assistance for villagers affected by Covid-19 and through labor-intensive program (Padat Karya Tunai Desa – PKTD).
However, the village government and villagers experienced obstacles in administrative, political, and managerial skill in conducting the innovation of village development planning. Preparing good planning requires adequate skill to manage and organize data and information so that the plan can solve the problem in the community based on its potential. Departing from this problem, the RG is moved to assist the Village Government and the villagers to solve their problem.
The event was attended by the representative of Village Governments, BPD, RT/RW and public figures. The Village Chief of Kuwiran Village, Herie Sarwo Edie, S.E., welcomed this event and consider that this training is very beneficial for his village. Moreover, his village is preparing budget planning for 2021. “The next plan is our team conduct monitoring and evaluation. Expansion to other villages are also possible because basically, the planning pattern in other villages are the same,” Dr. Didik added. HUMAS UNS
