UNS as University with Legal Entity: Entering the Transition Period

UNS — The President of the Republic of Indonesia (RI) Joko Widodo (Jokowi) signed a Governmental Decree (PP) Number 56 of 2020 concerning Universitas Sebelas Maret (UNS) Surakarta as State University with Legal Entity (Perguruan Tinggi Negeri Berbadan Hukum – PTN BH), Tuesday (6/10/2020). With this decree, UNS officially became the 12th PTN BH ke-12 in Indonesia.

Responding to this good news, the Rector of UNS Prof. Jamal Wiwoho conveyed his gratitude and happiness. He stated that UNS transition into PTN BH must be marked with the increased spirit, motivation, and hard works. “Thank you for all wishes and attention from ladies and gentlemen that the President of the Republic of Indonesia has signed PP No. 56 of 2020 on 6 October concerning UNS PTN BH. May God Almighty gifts us a means to achieve improvement for UNS,” Prof. Jamal stated in Wedangan Ikatan Keluarga Alumni (IKA) UNS Seri XXVI, Wednesday (7/10/2020) evening.

In front of university executive board and alumni who attended the occasion through Zoom Cloud Meeting, Prof. Jamal conveyed that PTN BH status provides flexibilities for UNS, for example, better performance, wider autonomy, better accountability, transparency, and financial stability. However, Prof. Jamal reminded that the transition into PTN BH brought great responsibility. The responsibility is to achieve UNS as a world-class university which is included in 500 best universities in the world. Prof. Jamal as the Chief of The Council of Rector of Indonesian State University (CRISU) shared UNS journey into PTN BH which started during Prof. Ravik Karsidi leadership as the Rector of UNS. The name of UNS started to be considered by the Ministry of Research, Technology, and Higher Education (Kemenristekdikti) to be granted PTN BH status together with Universitas Brawijaya (UB) Malang and Universitas Andalas.

With the time, UNS becomes the only Public University which is considered as ready to become a PTN BH. This achievement, according to Prof. Jamal, is a proud result, because compared to the older universities, UNS can surpass those universities and proved that it is ready to become an independent university. “We went through a lot of processes, from the drafting of socialization statutes and senate brainstorming, Administrative staff, faculty members, and students until 2019, the inter-ministerial discussion was included in Kepres (Presidential Decree) No. 11 of 2019 No. 17 and 18,” Prof. Jamal explained.

Changes in Organizational Governance

In Wedangan IKA UNS Seri XXVI, the Head of UNS Senate, Prof. Adi Sulistiyono, conveyed that there will be changes in the organizational structure and governance after UNS was designated as PTN BH. The change is the addition of new boards in the university executive board which will consist of a rector, academic senate, board of professors, and Majelis Wali Amanat (MWA) (Board of Trustee). The MWA will have 17 members; minister, rector, head of the senate, the academic senate, alumni, student representatives, administrative staff representative, and a community representative. Prof. Adi added that the preparation for these new boards is planned to complete in December 2020. Thus in 2021, UNS will become a PTN BH university fully.

Prof. Adi also mentioned the interesting facts behind UNS designation as PTN BH, among others, UNS uses the latest statutes which can be an example for other public universities that seek to become PTN BH. UNS will use ‘dewan professor’ (board of professor) as the name of the new board, which is different from other universities that still use ‘dewan guru besar’ because they still use the old nomenclature.
