UNS — Universitas Sebelas Maret (UNS) Surakarta signs a Memorandum of Understanding with the Financial and Development Supervisory Agency (BPKP) Central Java Representative. The MoU signatory took place in UNS Inn, Friday morning (4/9/2020). The MoU was signed by the Rector of UNS, Prof. Jamal Wiwoho, and the Head of Central Java BPKP, Wasis Wibowo.
The MoU will cover technical assistance and guidance for the implementation of the Government Internal Control System (SPIP), technical assistance in risk management, anti Bribery Management System dan Fraud Control Plan, technical assistance for self-assessment of UNS Internal Control Unit (SPI), technical assistance and guidance for the management of state finances, technical assistance and guidance for the goods and services procurement, and technical assistance and guidance for the management of State Property (BMN).
In his opening remarks, Prof. Jamal delivers several topics related to the shift in the internal control function, both regarding nature, approach, organization, and performance indicators. “A review and study are needed in establishing the policy toward the orderly government on a solid foundation. The hope is that the leadership can avoid legal problems due to the policy they take,” Prof. Jamal reveals.
For each policy taken by the universities, it must be accompanied by the internal auditor competency in knowing and predicting the problems that could arise. Related to this matter, Prof. Jamal appreciates the actions and assistance made by the Central Java BPKP by organizing training for the UNS Internal auditors. “What important the most, in this matter, is the working process, I would like to continuously remind the auditor that there is a shift in the monitoring process. If previously they act as a watchdog, an organ that who often reveal findings and often interfere with the unit’s activity, the auditors at UNS who are members of the SPI must change the watchdog paradigm, which was initially considered to be disrupting the system into a consultant and catalyst who will help units in the faculty and study programs,” Prof. Jamal states.
On the occasion, the Head of Central Java BPKP, Wasis Prabowo, reveals that his parties in carrying out the function as auditors are no longer implementing the old paradigm as a watchdog. “BPKP is starting to change its paradigm in the Regulation (UU) regarding State Finance, starting from here there is a Regulation on Performance-Based Budgeting,” Wasis states. Further, he added that following the Performance-Based Budgeting, the performance and outcome of an institution can be measured both from its output and outcome. Hence the Central Java BPKP can act as a trusted advisor internal auditor instead of a watchdog.
Wasis also explains that there are 4 (four) roles of the BPKP in carrying out its function. The first is to strengthen the business process. The second is to improve governance. Third, to strengthen public service, and Fourth, to reveal and anticipate corruption in accordance with the reformation mandate.
After the signatory ceremony, the event is followed by the UNS Internal Auditor Training entitled “The Role of Internal Auditor SPI in Achieving Good University Governance’. Humas UNS
