UNS – Constitutional Law expert Universitas Sebelas Maret (UNS) Surakarta, Dr. Agus Riewanto, states that the history of Pancasila needs to be studied, understood, and implemented by all state institution. This is because currently Pancasila is often interpreted differently by various groups.

“Pancasila cannot only be actualized through socialization, it is not enough. Pancasila need to be understood, appreciated, and implemented not only in educational institutions, but also state institution and legislation establishment, and this should be regulated in Regulation not only President Decree,” explains Dr. Agus when serving as a presenter in National Dialogue in ‘Consensus in Pancasila: Now and Future’ organized by Tempo Media Group, Wednesday (8/7/2020).

On the occasion that was broadcasted live through Tempo YouTube Channel, Dr. Agus explains the four cycles of Pancasila. First, is the consensus stage that started since August 18th, 1945. At that time the founding fathers have agreed on the five precepts contained in the Pancasila. The five precepts should be adhered to and implemented as the foundation of the nation.

“Talking about the consensus in the constitution, the consensus is a noble agreement that must be used as a guide by all those who agreed at that time. That is why, the consensus does not consider what is right or wrong, but it is about how people hold on what has been mutually agreed upon,” Dr. Agus continues.

The second stage is the introduction of Pancasila. In this stage, the society knows Pancasila through various method taught by the founding fathers. The third stage is the adoption of Pancasila as the ideology of the nation, which is the basis and guideline for inspiring the life of the state, including the role of Pancasila as the source of all sources of constitutional law in Indonesia. Lastly, the fourth stage is the actualization of the Pancasila value. At this stage, according to Dr. Agus, the problems faced by the society is quite large. This, according to him become the challenge in actualizing Pancasila values in various conditions.

“From a constitutional point of view, actually since 1998, the post-reformation has lost various guidelines in organizing the state and national living, especially the one that related to the formulation the statehood, policy implementation, as well as evaluating development policy. In fact, all those aspects need to have its measurement,” he explains.

In relation to the Development on the Pancasila Ideology Bill Draft (RUU PIP), which received strong opposition from a number of community groups, Dr. Agus states that the problem in Pancasila Ideology Development (PIP) cannot only be stated in the President’s Regulation (Perpres). In fact, he requests that PIP can be regulated through law and regulation, thus the parliament and society can agree on the consensus on Pancasila well.

“Let us make a new consensus on how we actualize Pancasila by fostering its ideology and specific institutions that can later be controlled by the public. Therefore, the public can participate. Not top-down but bottom-up, which is more coordinative and sustainable in nature,” he concluded. Humas UNS
